Questions Passed as Orders for Returns  With regard to reports that Health Canada is considering shutting down or cutting funding to certain organizations, and that a gag order has been issued to the affected organizations not to discuss the matter, namely Mental Health Commission of Canada, Canadian Centre on Substance Use and Addiction, Canadian Agency for Drugs and Technologies in Health, Canadian Institute for Health Information, Canadian Foundation for Healthcare Improvement, Canada Health Infoway, Canadian Patient Safety Institute, Canadian Partnership Against Cancer: (a) why is the government reviewing the funding that these organizations receive; (b) why have each of the organizations been given a gag order; (c) was the Minister of Health’s office made aware of the gag order and, if so, on what date; (d) was the Office of the Prime Minister informed that a gag order was being issued and if so, on what date; (e) what is the complete list of organizations which were subject to the External Review of the Federally Funded Pan-Canadian Health Organizations; (f) has anyone from Health Canada, the Minister of Health’s office, or Deloitte instructed or advised any of the organizations subject to the review not to publicly discuss the review; (g) if the answer to (f) is affirmative, what are the details of any such non-disclosure clause or gag order including (i) who issued the order, (ii) date of the order, (iii) scope of the gag order; (h) have any of the organizations in (e) been told that they will lose their funding, in whole or in part, and if so, which organizations have been notified of this decision; and (i) for each organization whose funding is being eliminated or reduced, what is the rationale being used by the Minister of Health for the funding reduction?

Questions on the Order Paper  With regard to the letters sent by the Minister of Health to opioid manufacturers and distributors requesting that they immediately stop promoting the drugs to health care providers: (a) on what date were the letters sent out; (b) how many letters were sent out; (c) how many responses did the Minister receive as of September 18, 2018; (d) of the responses in (c), how many indicated that they would fully comply with the request; (e) how many companies failed to respond; and (f) what specific measures has the government taken to encourage compliance with the request?

Points of Order  Madam Speaker, it is my understanding that the Speaker's office is in charge of the parliamentary bus shuttle service. Since the changes were made, there have been numerous occasions when I have had to wait more than 20 minutes for a bus, and my parliamentary privilege was in jeopardy.

Petitions  Mr. Speaker, I have a petition on Bill C-75, a bill which proposes to lighten the sentences for some very serious crimes like forceable confinement of a minor, forced child marriage, impaired driving and advocating genocide. The petitioners call upon the Prime Minister to defend the safety and security of all Canadians by withdrawing Bill C-75.

Elections Modernization Act  Madam Speaker, I want to correct a misrepresentation by the member. He was trying to say that we are limiting the amount of foreign funds. However, the fact remains that organizations like the Tides foundation or George Soros can donate to Canadians organizations like Dogwood or Leadnow.

Petitions  Madam Speaker, I have two petitions to present today. The first petition is with respect to Bill C-75. This bill would reduce the penalty for serious crimes such as forceable confinement of a minor, polygamy, terrorist acts, etc. The petitioners are calling on the Prime Minister to defend the safety and security of all Canadians by withdrawing Bill C-75.

Petitions  Madam Speaker, the other petition is in regard to Bill C-71, an act to amend regulations related to firearms. It would do nothing to tackle firearms violence, but would add further red tape to law-abiding firearms owners. Therefore, the petitioners are calling upon the House of Commons to scrap Bill C-71 and to devote greater resources to policing in Canada.

Health  Madam Speaker, again, that is totally inadequate. The United States has recognized opioid addiction as a crisis and it has spent 30 times the amount that was just announced. It has focused its efforts to prevent over-prescription and to prevent drugs from coming in its country.

Health  Madam Speaker, that answer is not good enough. Sixteen Canadians are dying every day. In fact, more people are dying in Canada each year from the opioid crisis than from homicide, suicide and traffic accidents combined. The response of the Liberal government has been totally inadequate.

Elections Modernization Act  Madam Speaker, I still do not understand why, when it comes to making sure that people who should not be allowed to vote are voting, Elections Canada is sending notices to asylum seekers who do not have Canadian citizenship and telling them to register to vote. Who is doing the verification that they are Canadian citizens?

Elections Modernization Act  Madam Speaker, I have only one concern from all the debate and information I have received about Bill C-76. We saw multiple examples where asylum seekers coming in received letters saying that they should register to vote. I am concerned to understand what mechanisms would be in place with Elections Canada to verify people's information.
