Ethics  The Prime Minister seems okay with these ethical lapses. There is a code of conduct. There are clear guidelines. There are not supposed to be any gifts over $200. I ask the Prime Minister, could he tell the House what undeclared gifts over $200 he has accepted?

Ethics  The minister has all but admitted this to the House by going back to the ethics counsellor and asking for retroactive permission. Having failed to clear even the very low bar set by the ethics counsellor, would it not be appropriate for the minister to at least step aside while the ethics counsellor invents new reasons to get him off the hook?

Auditor General's Report  Mr. Speaker, let me be clear. We are entering into a partnership for Canadians, something the Prime Minister and the next Liberal leader were incapable of doing. The Auditor General will report that the government bent the rules in its own interest: Challenger jets for the Prime Minister instead of new helicopters and new equipment for military personnel; federal funds to Liberal friends through advertising contracts instead of federal funds to health care and the other needs of Canadians.

However, it is more than just not having an implementation plan, it is not actually taking any measures to deal with the problem.

Iraq  The NDP will be opposed to war in Iraq regardless of the circumstances, just as it was in 1991, which quite frankly would have left Saddam Hussein today in charge not only of Iraq but Kuwait as well. In terms of the second resolution, I think I was clear in my speech. We do not believe a second resolution is warranted. There have been a series of resolutions going back to the terms of the ceasefire in the gulf war in 1991. It is clear to us that a second resolution is not legally required.

Iraq  Speaker, today the United Nations inspectors said that Iraq was not fully complying. The United States, Britain, Australia and the allies have been clear, as is UN resolution 1441, that non-compliance by Saddam Hussein must have consequences. The government has not been clear on that point, as have some others. Is the government today working with the British-American allied coalition to ensure that all possible steps are being taken to ensure that Saddam Hussein complies with the UN resolution?

Supply  There are fears it will be Alberta. Now there are fears it will be Quebec. The government should be clear on this. It wants to point at certain big energy industries in provinces like Alberta and Quebec and say they are going to pay, but we should be under no illusions. At least 75% of carbon dioxide emissions come from the consumption of energy, not from its production.

Kyoto Protocol  We will highlight ways of achieving modest CO 2 and pollution reductions and will make it very clear when we identify such reductions taking place. We will also monitor the costs closely and ensure that those costs do not fall inordinately on ordinary people. We will highlight failures to achieve the outrageous targets until those targets are reduced.

Points of Order  Therefore, the House is being asked by this motion to condone and place its seal of approval on the ratification of a treaty by the government at a time when the government has not taken the necessary steps as required by international law and authoritative practice. This is a clear breach of the customary practices of the House in which the House would never be asked to give its approval to ratification of a treaty to occur virtually immediately thereafter at a time when the necessary implementing legislation has not already been passed by the House.

Emergency Assistance  If the government will not help Toronto now, when will it help Toronto? It put disaster relief funds into the ice storm in Quebec. Will the government make a clear commitment to give matching disaster relief funds to the province of Ontario for the SARS crisis in Toronto?

Supply  Madam Speaker, it has been clear in my travels in recent years that most of the growth in the western grain industry has been in grains not covered by the Wheat Board monopoly. It is not just oats, but the growth of the lentil industry and the organic industry, within the grain industry that have been seeking to stay outside the Wheat Board monopoly.
