Canada Labour Code  We can also talk about 2012, when again the Conservative government intervened in a railway strike, demonstrating again it has no problem using a legislative sledgehammer against unions and workers. I hope on Bill C-58 its members stand up one day to vote in favour of this bill. It was not just the government, because in the previous Harper government we had two private members' bill, Bill C-525 and Bill C-377—

Canada Labour Code  It forced them back to complying with pretty brutal demands from the employer. Fast-forward to 2011 and Bill C-6, the Restoring Mail Delivery for Canadians Act, which forced 48,000 locked-out postal workers back to work and imposed wage raises lower than what the employer had agreed to earlier. Fast-forward to 2012 and Bill C-33, when again the Conservatives intervened, this time between Air Canada and its employees—

Canada Labour Code  Before the Liberals think they are going to get off the hook in my speech, let us turn to the Liberals and back-to-work legislation because both of these parties are equally guilty when it comes to that. In 2018, the Liberals brought in Bill C-89, which ended the postal strikes and forced the Canadian Union of Postal Workers back to work. In 2021, there was Bill C-29, which ended the strike of CUPE local 375 and its fight against the Port of Montreal.

Committees of the House  When we look at the Conservatives' history with labour relations, we can understand why they do not want to speak about Bill C-58. When they were in government under Prime Minister Stephen Harper, they were not afraid to use back-to-work legislation. Indeed, when two Conservative members started speaking on Bill C-58 at second reading, they did not touch on the substance of the bill.

Canada Labour Code  Madam Speaker, I noticed during the debate today that there has been a certain amount of avoidance from the Conservatives to talk about Bill C-58. Going back to the Stephen Harper days, I can remember those two private members' bills. One made it harder for unions to certify and one subjected unions to more stringent financial controls than businesses ever had to deal with, as well as all of the back-to-work legislation.

Committees of the House  Speaker, I always appreciate the chance to speak about agriculture in the House. I am a bit disappointed because I was hoping to speak to Bill C-58 today. My hon. colleague will know, given that he serves on the committee with me, that we are revisiting this issue. We recently had four of the five grocery CEOs appear before our committee.

Criminal Code  Mr. Speaker, I am pleased to rise to give some of my thoughts on Bill C-295, which was introduced by the member for Vancouver Centre. It is an act that would amend the Criminal Code on the subject of neglect of vulnerable adults. I am very pleased to be speaking to this subject, especially on behalf of all vulnerable seniors in my riding, but also their families.

Questions on the Order Paper  With regard to the Minister of Innovation, Science and Industry’s comments on October 5, 2023, that “Starting soon, Canadians will be able to see rollouts of actions such as discounts across a basket of food products, price freezes and price matching campaigns to name a few”: (a) by what date can Canadians expect to see the rollouts mentioned; (b) what are the details of all actions referenced by the minister, broken down by (i) food products, (ii) price freezes, (iii) price matching campaigns; and (c) how does the minister distinguish between previous business practices and new actions as a result of the government’s consultations?

Agriculture committee  It's fantastic to see the dedication of AAFC employees, and I know that in budget 2023 there was some funding to restore the aging research facilities, which are in urgent need of repair. Can you quickly, in the 45 seconds that I have, give an overview of the general state of research centres? What are you expecting in terms of cost? Is there any danger in terms of laboratory safety and so on? I know they deal with a lot of very harmful pathogens and so on.

Government Business No. 31—Proceedings on Bill C-50  Mr. Speaker, I have been looking at some of the financial information from the oil and gas sector. There is very clear evidence that it has now shifted to a capital discipline, flat growth and high shareholder return strategy. In fact, most of the obscene profits right now are going into stock buybacks and dividend payouts, often to foreign investors.

Business of Supply  We did our due diligence on this bill. I do not think we need to spend much time dwelling on Bill C-234. I was quite happy with the amendments made to Bill C-234 at the committee stage. Its focus was narrowed so there is more clarity on what it would specifically be applied to. There was also a sunset clause introduced to signal to industry that there is a narrow window of time to start developing commercially viable alternatives.
