Accessible Canada Act  Mr. Speaker, I reject the premise framing that question. First of all, when is this organization going to be established? There is nothing in the legislation that says it has to happen. When this bill is passed, nothing has to happen. There is no timeline. There is no legacy or resiliency language.

Accessible Canada Act  Mr. Speaker, why is it in there? It is gesture politics once again, because this legislation is not really trying to achieve our obligations under the Convention on the Rights of Persons with Disabilities. There may be bona fide reasons for exemptions, but here is the kicker. There is no appeal process and there is no requirement that a rationale be given for it.

Accessible Canada Act  Mr. Speaker, I thank my hon. colleague for his diligence in chairing those meetings. As a product of circumstance, we were all there in the best interests of a vulnerable community that has long anticipated that the experts on this would be heard. Maybe indulgently, maybe naively, I thought that the very candid witness testimony by a former minister in a provincial Liberal government, who said that we have to have timelines, would work.

Accessible Canada Act  Mr. Speaker, I rise today to speak of historic opportunities lost. An important component of our Canadian population is being sold short. Canadians and other persons living with disabilities understandably were excited by the government's plan to bring forward Bill C-81, an act to ensure a barrier-free Canada.

Accessible Canada Act  Mr. Speaker, in listening to the minister describe her expectations for what is going to happen with Bill C-81, I have to say that it is very disconcerting to know that there is a misunderstanding about the lack of language in the bill that will actually ensure the things she has described.

Public Services and Procurement  Mr. Speaker, payment delays in construction lead to job losses, slowed projects and small business bankruptcies. Trade contractors perform 80% of all construction work in Canada and they are disproportionately affected by these payment delays. They are unfair, and the Liberals promised to fix the problem.

Business of Supply  Madam Speaker, I thank my hon. colleague from across the way for sharing with us how she perceives that the government being committed to the well-being of veterans. As the proud member of Parliament for the riding of Windsor—Tecumseh, I want to point out that my riding has Branch 12 of the Royal Canadian Legion, Branch 143, Branch 255, Branch 261 and Branch 594, as well as the North Wall Riders, who are all committed to the well-being of veterans.

Foreign Affairs  Mr. Speaker, last week, the Prime Minister said he is suspending further arms export permits to Saudi Arabia and reviewing existing ones. What merits reviewing? Canadians want to know because they do know that Saudi Arabia crushes dissidents and has been accused of war crimes in Yemen.

Justice  Madam Speaker, a French court that was supposed to rule today on a decision that released Hassan Diab from a French prison and allowed him to come home to Canada has pushed that decision to next year. This nightmare saga has persisted for over a decade. However, the government insists on carrying out a narrow review that will not even look at reforming our deeply flawed extradition regime.

Sport  Madam Speaker, I congratulate the 2018 Windsor/Essex County Sports Hall of Fame inductees, including Cheryll Damphouse, for golf; Andy Delmore, hockey; Richard Shaw, basketball; and Mary Spencer, boxing. The sports builders inductees include J. Paul Reddam, thoroughbred racing; Don Marrin, wrestling coaching; Domenic Silvaggio, basketball coaching; and Paul Carter, basketball officiating; the Tecumseh Baseball Club, for its 75 years; and the 2011 to 2015 University of Windsor Women's Basketball Team, for winning five straight championships.

Therefore, let us make it clear.

Petitions  Mr. Speaker, I, too, rise with a petition on behalf of concerned Canadians who are raising awareness about the urgency of the situation of minorities in Afghanistan. They urge the government to act with special and existing programming to address the plight of these people who do need our help urgently today.

International Trade  Mr. Speaker, in January, the government announced that it will establish a Canadian ombudsperson for responsible enterprise, also known as CORE. CORE's jobs is to investigate the allegations of human rights abuses linked to Canadian corporate activity abroad. However, here we are 10 months later and all that has been done is one announcement, one meeting, one phone call.

Postal Banking System  Madam Speaker, I am very privileged to rise today to speak on behalf of the residents from where I live. In Windsor—Tecumseh, people are very astute and look around and shake their heads at a legislature's approach many times. Canada Post is a perfect example of infrastructure that has been built and developed across this country, in every corner, but that is not being maximized.

International Trade  Mr. Speaker, the failure of the Liberal government to get the U.S. to lift the steel and aluminum tariffs is hurting employers in my riding of Windsor, in Essex County and the rest of southwestern Ontario. Tool and mould manufacturers that rely on specialized metals from the United States are fed up.
