Situation in Ukraine  Mr. Chair, we have been concerned about Russia's cyberwarfare tactics and the methods it has been using when it comes to misinformation. The cyber-attacks that occur, especially the disinformation that comes within Canada, are why we have also offered up support from our Communications Security Establishment to provide cyber-support in these cases.

Situation in Ukraine  Mr. Chair, I agree with the hon. member that it is very important for all of us to work toward preventing conflict. This is why our government has increased our international development funding, and the Speech from the Throne has also mentioned this. I look forward to working with the member to look at other conflicts.

Situation in Ukraine  Mr. Chair, I will be splitting my time with the hon. Minister of Tourism. It is essential that we continue to support Ukraine in the days ahead and that we remember that we are not only supporting a nation; we are supporting its people. These are people who are living with the uncertainty of a potential invasion, who continue to struggle to build their democracy in the shadow of Russian threats and who continue to be affected by the humanitarian impact of the ongoing conflict in eastern Europe.

Health  Mr. Speaker, as my hon. colleague mentioned, the COVID-19 pandemic does not recognize borders and will only be overcome through coordinated global action. This is why Canada stepped up. We are committed to donating the equivalent of at least 200 million COVID-19 vaccines. We are committed to supporting equitable global access to COVID-19 vaccines.

Health  Mr. Speaker, as we stated, Canada is stepping up to provide vaccines for the global community. That is why our government committed $2.6 billion to the COVID-19 response, which includes $1.3 billion for the ACT-Accelerator, of which $545 million is for COVAX. Over $740 million is for humanitarian and development assistance.

Health  Mr. Speaker, I look forward to working with the hon. member on this issue and other topics as well. As I stated, the pandemic does not recognize borders and we will only overcome this with coordinated global action. We have donated the equivalent of 200 million COVID-19 vaccine doses.

That is why we committed over $2.6 billion to the global COVID-19 response in 2020 and we have an additional $1 billion for the International Monetary Fund.

Foreign Affairs  Mr. Speaker, I am very concerned about the escalating humanitarian crisis in Afghanistan. As winter approaches, it is critical that that the international community work collectively to meet the needs of vulnerable Afghans. Canada continues to collaborate with allies and others in the region to address the humanitarian crisis.

National Defence  Mr. Speaker, the member opposite and his party can continue to play political games and continue their mudslinging and attacks. We will remain focused on survivors. We have a lot more work to do. As I stated, we have appointed former Supreme Court Justice Arbour to conduct an independent external review, with a mandate that includes looking at a more robust independent reporting mechanism that meets the needs of survivors.

National Defence  Mr. Speaker, we will stay focused on supporting survivors. We know that we have considerable work to do, but we also have started a lot of work. We passed Bill C-77, whereas the previous government let it die on the Order Paper. We have also committed $236 million in budget 2021 to end sexual misconduct.

National Defence  Mr. Speaker, we look forward to a further review of the ombudsman's report. That said, we are taking further action to eliminate sexual misconduct, including committing over $236 million in budget 2021. As I stated, Justice Louise Arbour will be conducting an independent review to make sure that we create a more robust independent reporting mechanism that meets the needs of survivors.

National Defence  Mr. Speaker, the member opposite continues to play political games. As he very well knows, from the time that I joined and the time that I left and currently, what I am doing is making sure we look after our troops. We know we have a lot more work to do. The work we began in 2015, we are going to get it done.

National Defence  Mr. Speaker, I got the message way back when I was serving during the previous government when it cut the type of training that was absolutely necessary to prevent this type of work. When I got into politics in this party, we worked very hard to make sure that we can create an inclusive environment.

National Defence  Mr. Speaker, we are absolutely committed to making sure that we create a harassment-free workplace, free of absolute misconduct. I thank Justice Fish for the work he has done. We are accepting all the recommendations. In fact, we have actually started implementing 36 of the recommendations.
