Questions Passed as Orders for Returns  En ce qui concerne les inspections de conformité effectuées par Emploi et Développement social Canada (ESDC) dans le cadre du Programme des travailleurs étrangers temporaires et les conclusions des ses inspections: a) sur les quelque 2 100 inspections effectuées par ESDC au cours du dernier exercise, combien et quel pourcentage ont été menées (i) en personne, (ii) à distance, ventilé par année et par province; b) en ce qui a trait aux inspections effectuées en personne en a), (i) combien d’employeurs ont été informés officiellement ou officieusement de la date de l’inspection, (ii) combien et quel pourcentage d’entre eux ont été trouvés coupables de ne pas avoir respecté les normes de conformité, (iii) quelles étaient les raisons invoquées pour la non-conformité (classées par ordre de fréquence) et le pourcentage pour chaque raison distincte par rapport à toutes les infractions constatées, (iv) dans quel délai l’employeur a-t-il remédié à ces infractions; c) en ce qui a trait aux inspections effectuées à distance en a), (i) combien et quel pourcentage d’employeurs ont été trouvés coupables de ne pas avoir respecté les normes de conformité, (ii) quelles étaient les raisons invoquées pour la non-conformité (classées par ordre de fréquence) et le pourcentage pour chaque raison distincte par rapport à toutes les infractions constatées; d) certains des employeurs étaient-ils des récidivistes et, le cas échéant, combien ont été trouvés coupables de ne pas avoir respecté les normes de conformité plus d’une fois et à quelle fréquence ces employeurs ont-ils enfreint les normes de conformité; e) combien et quel pourcentage d’employeurs trouvés coupables de ne pas avoir respecté les normes de conformité ont fait l’objet d’une inspection de suivi après la première inspection, et combien et quel pourcentage d'inspections de suivi ont permis de constater que l'employeur (i) se conformait aux normes, (ii) ne se conformait toujours pas aux normes; f) parmi les employeurs trouvés coupables de ne pas avoir respecté les normes de conformité du Programme des travailleurs étrangers temporaires, combien et quel pourcentage (i) étaient tenus de fournir des logements convenables aux travailleurs migrants, (ii) n'ont pas satisfait aux exigences de leur fournir des logements convenables, (iii) ont employé des ressortissants étrangers titulaires d'un permis de travail fermé; g) dans les cas où il a été déterminé que les employeurs n’ont pas fourni aux ressortissants étrangers les salaires appropriés et convenus, ne leur ont pas fourni une assurance maladie, leur ont facturé des frais excessifs, ne leur ont pas fourni de logement convenable, n’ont pas maintenu un lieu de travail exempt d’abus ou de représailles, n’ont pas répondu aux attentes figurant dans l’offre d’emploi ou ne leur ont pas fourni d’informations sur leurs droits au Canada, quelles mesures, le cas échéant, ont été prises pour les indemniser?

Immigration, Refugees and Citizenship  Mr. Speaker, Canadians with loved ones in Gaza have spent many sleepless nights worrying about their families as the humanitarian crisis worsens. UNICEF now calls Gaza the most dangerous place for children in the world. Today, the NDP joined with the coalition of Palestinian families and community groups to call for special immigration measures so people in Canada can reunite with their loved ones.

Housing  Mr. Speaker, this summer, Canadians saw refugees rendered homeless in the city of Toronto. With pressure, the federal government finally agreed to provide some support, but it is not enough. Tonight, another refugee family will be turned away from a shelter because it is full. As the nights get colder, things will only get worse.

Foreign Affairs  Mr. Speaker, more than two million innocent lives remain trapped in Israel's siege of Gaza, trying to survive amid the most horrific and inhumane conditions. Thousands of children have been killed. As a mother, my heart aches for those families. Survivors are being deprived of clean drinking water, food, medicine, sanitation, fuel and electricity.

Housing  Mr. Speaker, people with full-time jobs are sleeping in their cars, yet the Liberals are delaying funding for public housing until 2025. Experts are saying that investing in community housing is not only socially responsible but economically sound. Deloitte just released a report that says increasing the community housing stock could boost GDP by up to $136 billion.

Housing  Mr. Speaker, the housing crisis is escalating across the country. In Halifax, homelessness is on the rise. As winter approaches, urgent calls to repurpose empty buildings as affordable homes are mounting, yet the Liberals are so out of touch with reality that they are delaying much-needed resources to get homes built until 2025.

Canada Labour Code  Mr. Speaker, indeed, the Conservatives have relied heavily on temporary foreign workers for the oil and gas sector and for many sectors. In that process, what are they doing? They are allowing for the exploitation of workers because they do not have permanent resident status. They are absolutely relying on the employer, and they face abuses and exploitation that are out of the ordinary.

Canada Labour Code  Mr. Speaker, absolutely, the government could move this forward. It is the NDP's intention to amend the 18-month timeline. There is no reason to wait that long for it to come into force and effect. In fact, when I was on the picket line with Rogers workers, one of the first questions to me was: Why 18 months?

Canada Labour Code  Mr. Speaker, if the Conservatives were really concerned about workers and getting anti-scab legislation, first, they would actually vote for this and not play games with it. Second, I would like to hear them say they are against scabs and that they are against scab workers crossing picket lines.

Canada Labour Code  Mr. Speaker, the Conservatives are sensitive. I will retract the words “silly buggers”, but will they stop playing games with this bill and stop undermining the rights of workers? Will they end the debates in the House for what has already being studied, for example at committee, to delay the passage of bills, as they have done on the GST exemption bill for housing?

Canada Labour Code  Mr. Speaker, there is no question that the labour movement has paved the way for better working conditions and wages for all workers, not just for people with a union. They are also working hard to make sure that those without unions have a chance to unionize. We call on the Liberal government to make efforts to facilitate that process instead of impeding it.

Canada Labour Code  Mr. Speaker, I am delighted to enter into debate on this anti-scab legislation. This legislation is so important because we know that workers are struggling out there. We know that, when we have the union supporting us and fighting for us for better working conditions, better treatment and better wages, we are elevating the workforce not only for union members but also for all workers across the country.

Affordable Housing and Groceries Act  Mr. Speaker, the NDP got the government to include co-ops in the GST exemption. We are also calling on it to apply the GST exemption to existing co-operatives and social housing projects that may otherwise become unviable, in which case we would lose those units. Will the member support the NDP's call to apply the GST exemption to existing social housing and co-ops?

Affordable Housing and Groceries Act  Mr. Speaker, the member talked a lot about housing. The government, of course, purports that it wants to see more housing built faster, yet in the fall economic statement, it has slow-walked the rollout of money that would actually build housing Canadians could afford. That does not make any sense.

Government Business No. 30—Proceedings on Bill C-56  Mr. Speaker, the member for Ottawa—Vanier talked a lot about housing and affordable housing. No doubt here in Ottawa there is a desperate need for housing. If the member really supports her community and her constituents in getting access to safe, secure and affordable housing, why then would she not raise the issue with her own government slow-walking the delivery of housing in the fall economic statement?
