Yves Martin  Mr. Speaker, another major architect of the Quiet Revolution has passed away. On behalf of the Bloc Québécois, allow me to honour the memory of Yves Martin and offer my condolences to his family and loved ones. History will remember Mr. Martin as a founder of the Université du Québec network.

Department of Foreign Affairs, Trade and Development Act  Mr. Speaker, I must tell my hon. colleague that he is absolutely right. I remember very well the $4.3 billion that the Conservatives promised during the negotiations with Europe. However, they were very slow to table it, and there was a change of government. The government said that it would keep that promise.

Department of Foreign Affairs, Trade and Development Act  Mr. Speaker, I fully share the member's concerns. For now, the minister is trying to reassure us by saying that supply management is not affected by this agreement with England. Since England was part of the agreement with Europe, it should not get an extra share. England needs to get its share from Europe, nothing more, so that nothing about the Canada-Europe agreement changes.

Department of Foreign Affairs, Trade and Development Act  Mr. Speaker, the hon. member said that the Prime Minister and the Minister of Agriculture are regularly reviewing the supply management system, but it seems to me that they sometimes forget about that system during negotiations. The member asked me whether this is important to all regions of Quebec.

Mr. Speaker, this is not the first time that we have heard about supply management in the House.

For instance, we know that dairy producers have been using a lot of fat for the past few years, so much so that they have a lot of protein left over for export.

An Act to amend the Department of Foreign Affairs, Trade and Development Act  moved for leave to introduce Bill C-216, An Act to amend the Department of Foreign Affairs, Trade and Development Act with respect to supply management. Mr. Speaker, the purpose of this bill is to protect supply management by making it non-negotiable in future international negotiations.

Judges Act  Madam Speaker, I listened to the answer from my colleague who just spoke. I do not think she answered the question asked by the NDP member for Rosemont—La Petite-Patrie. The member said that 20,000 women seeking help from women's shelters are turned away due to a shortage of beds.

Business of Supply  Madam Speaker, I want to commend my leader on his excellent speech. I also want to thank him for choosing this topic for the first opposition day. There is one aspect that has not been raised. The employment insurance fund currently has a $4-billion surplus. The Parliamentary Budget Officer estimates this measure will cost $1 billion, but in fact it will cost roughly half that at $500 million or $600 million.

Resumption of debate on Address in Reply  Mr. Speaker, the member just said that we need new ideas and that all parties need to participate in the fight against climate change. During the election campaign, the Bloc Québécois promised to introduce a bill in the House of Commons that would enshrine the Canadian government's Paris commitments in law, thereby forcing the government to keep its commitments and meet the targets.

Resumption of debate on Address in Reply  Madam Speaker, I listened carefully to the speech by the new member for a beautiful region in Ontario. He spoke about the environment, but does he not think that his government is talking out of both sides of its mouth? It is investing billions of dollars in developing pipelines, while at the same time it is talking about meeting the Paris targets.

Resumption of debate on Address in Reply  Madam Speaker, I listened carefully to my hon. colleague's speech. I agree with him on many points. However, he surprised me when he spoke about the forestry industry's problem. He said that the government was being stingy with forestry companies and with this sector that is very important to his native northern Ontario.

Hon. Deepak Obhrai  Mr. Speaker, today, we are paying tribute to the memory of Deepak Obhrai. His passing this summer left all parliamentarians reeling. Mr. Obhrai served the people of Calgary Forest Lawn for 22 years. Working in federal politics for 22 years takes a sincere willingness to serve one's constituents, a love of one's community and a lot of availability.

Luc O'Bomsawin  Mr. Speaker, the Abenaki Nation, along with the other indigenous nations of Quebec, are mourning the passing of Luc O'Bomsawin, a prominent figure in indigenous circles. Luc passed away on December 4 at the age of 62 from an aggressive cancer, three weeks after being diagnosed.
