Government Operations committee  Yes, but the caveat is that they also have to post on GC jobs because that is the platform with the mandate from the Government of Canada to ensure that all Canadians have access to those opportunities.

Government Operations committee  I'm not responsible for that. I have my own responsibilities under legislation.

Government Operations committee  My first focus was to look at my own organization as a deputy head, and so I have spent some time going through it, and I'm quite pleased with the progress we've made.

Government Operations committee  I apologize, as harassment and discrimination are the employers' responsibilities, so that is a Treasury Board Secretariat role. That's where it applies. I was more focused on my own results. However, I just want to remind the committee that we do have recourse mechanisms in the staffing process.

Government Operations committee  I do believe that we have a pretty healthy system to be able to catch fraud. I will remind you that we also have audit tools, surveys and audits that we do, to identify where some issues may be. Last fall I reported on the staffing survey. There were some pretty negative results there in some cases, which indicated that employees were concerned about the staffing process—the fairness, whether merit was being met—and we take that very seriously.

Government Operations committee  Sure.

Government Operations committee  The new direction in staffing is the Public Service Commission's strategy. Clearly, we work with our colleagues at PCO. The Clerk of the Privy Council is the head of the public service, so we work under the overall umbrella in the mandate for renewal of the public service, but the PSC has its own mandate and, of course, reports directly to Parliament on that mandate.

Government Operations committee  Do you want to talk about diversity, or....

Government Operations committee  We can go back to that. It was 169 days I was reporting, and we're going to continue working on this. You're putting your finger on an important issue. We want to accelerate, we want to have hiring work done more efficiently, but not to the detriment of making sure we get quality hires and also contribute to the diversity of the public service, which in some cases may mean we take a little bit more time because we'd have to go fish in pools that we traditionally haven't gone to.

Government Operations committee  Not quite. It is too lengthy, I admit. The baseline we established, which I shared with the committee, was 197 days for an externally advertised process. Again, that is one type of selection process, but we also have an internally advertised process. I think the baseline was established at 180 days.

Government Operations committee  This has been an issue over the last two years. We've worked collectively and closely with the CRA to better coordinate, to make sure that at the end of the day there are fewer problems. I know, for example, that the T4 issue has been resolved this year. People were getting surprises through their T4s at the last minute.

Government Operations committee  Well, I think it was based on a formula that was driven by the number of FTEs that you have in your organization. We're both organizations that have fewer than 1,000, so I suspect the formula drove the answer of $99,000. If a few other organizations about our size were to appear here as well, they probably would have the same amount.
