The member for Saint John—Rothesay appeared before the committee and said that an automatic process should be considered for minor crimes, such as simple possession of cannabis. We did the work and produced a report.

Budget Implementation Act, 2019, No. 1  Mr. Speaker, I want to thank my friend and colleague from Yukon. He touched on something that is very important to the people in my riding and people right across this country, and that is indigenous languages. The member talked about the money that the Liberals are rolling out, and the scale of the rollout, gradually building to $116 million.

Canadian Heritage committee  Under One Sky Friendship Centre in Fredericton has a “take it outside” head start project that takes children on the land to learn Maliseet in all seasons. The Mi'kmaw Native Friendship Centre in Halifax is a partner in an indigenous-centred training program that promotes bringing language and culture into early childhood education. Native Montréal has for three years held free weekly language classes in Innu, Cree, Anishinawbemowin, Atikamekw, Wendat and Inuktitut for both children and adults.

The Liberals have waited until there are 12 weeks left in this session of Parliament to table this legislation. We have clearly heard through the Inuit and other nations that they have not done the proper consultation.

The Budget  There was literally nothing to talk about. He was a minister. He called a judge. He resigned. It was simple. John Duncan, a very distinguished former aboriginal affairs minister in the Harper government, a man with an unblemished record of integrity and unimpeachable character, praised by members of all parties for his work, once was approached by a constituent who had a problem with a quasi-judicial body.

Indigenous and Northern Affairs committee  It was a great agreement, but as usual when you're dealing with the federal government and provincial bodies, there was a lot of apprehension. Maybe just talk about that. At the time the minister was John Duncan. It took several years to get this agreement. What were the obstacles to this agreement? When you're dealing with schools on reserve, as you know, Darcy, everybody wants to keep their money, to keep their education and to keep their culture.

Corrections and Conditional Release Act  One organization said that structured intervention units, or SIUs, are not needed, that the bill fails to focus on the programs and that there are concerns with section 81. That was the Elizabeth Fry Society. The John Howard Society disagrees, saying that it needs more information on what exactly the difference is between solitary confinement and structured intervention units, believing that there is really no difference other than in the wording.

In the previous Conservative government, former minister John Duncan received some input from a constituent about a case that was before a quasi-judicial board. He had no personal interest in it. The constituent was raising a legitimate grievance about how he had been treated in the process.

It wanted to know what was the difference between solitary confinement and structural intervention. It said there was no difference, that the bill changed the words, but it did little to change anything.
