Criminal Code  Mr. Speaker, I would like to applaud my colleague's eloquence. As a new member elected in 2006, I have looked to him as a model. I am inspired by his very clear way of explaining the issues surrounding such an important bill—a bill the Bloc Québécois will not support. I am not an expert in legal matters, but what I would like to understand is, does this bill include a section or a clause that explains what happens to the individual, the man or woman, who is under suspicion, is taken in for questioning and who is thereafter stigmatized and labelled and suffers the consequences because the community knows about it, even though the suspicions or allegations against that person turn out to be unfounded?

Criminal Code  Mr. Speaker, my question is for my colleague across the way. What happens when an individual is a suspect and then ends up being found not guilty? What happens then? Does the bill provide for any compensation or anything else? What happens to that person who was labelled and whose reputation was tarnished by accusations that turned out to be untrue?

World Food Situation  Mr. Speaker, one way to fight food insecurity is to reduce dependence on gas and to create substitutes using agricultural, plant and forestry waste. This would be a great opportunity for the Quebec forestry industry. Does the government understand that it is favouring gas at the expense of food, the environment and Quebec?

World Food Situation  Mr. Speaker, Jean Ziegler, the UN Special Rapporteur on the Right to Food, has criticized the extensive use of corn and grains to produce biofuels, which is raising the price of these basic foods and exacerbating the international food crisis. Will the government remedy the situation and commit to taking a sustainable development approach by promoting biofuels made from things other than crops, such as cellulosic ethanol?

Droulers-Tsiionhiakwatha Archeological Site Interpretation Centre  Mr. Speaker, on March 11, the Droulers-Tsiionhiakwatha Archeological Site Interpretation Centre in Saint Anicet received recognition at the 22nd Grands prix montérégiens du tourisme québécois awards. The archeological site in the Upper St. Lawrence region recreates a 15th century Iroquois village.

Budget Implementation Act, 2008  Mr. Speaker, just a quick reminder: the last tax cuts that the government gave will benefit oil companies and will prevent the government from redistributing several million dollars to various programs like social housing and homelessness. For instance, there is no amount actually set aside in the bill to address homelessness.

Budget Implementation Act, 2008  Mr. Speaker, I have a question for my colleague. The budget includes, in my opinion, a slightly insidious measure, which would give the Minister of Citizenship and Immigration discretionary power. That is dangerous. That could lead to abuse because she could choose which immigrants are admitted into Canada and when.

Nuclear Energy  Mr. Speaker, the Conservatives fired Linda Keen for her supposed lack of judgment in the Chalk River affair. We have learned that, after her departure, the new president reintroduced the pre-assessment of new Candu reactors, which Ms. Keen had set aside due to a lack of financial and human resources required to respect the rigorous safety standards.

Nuclear Energy  Mr. Speaker, the minister does not seem to have understood the question. Health and safety must be the priorities of the commission headed by Ms. Keen. Reintroducing the pre-assessment of Candu reactors, highly desired by the Conservatives, casts doubt on respect for nuclear safety standards.

Committees of the House  Mr. Speaker, I know the parliamentary secretary well. We discussed this issue together on a few occasions. I know her to be very caring. She is a francophone, and she lives in a francophone region. I have a hard time understanding, and I wonder if she could provide an explanation.
