The Budget  Mr. Speaker, I will respond as best I can. First, rather than playing with percentages and trying to spin things out, he still cannot change the fact that $7 billion is real money. I do not care how many percentages he wants to play with and all the other figures. The fact of the matter is that a tax cut is no different than an expenditure.

The Budget  I hear the government member yelling “more”, because that is what they like to do. They want to take money out of the system. It is a very strong philosophical differential between the governing Conservatives and those of us in the NDP. We believe the priority is working families and their communities rather than corporate friends.

The Budget  Mr. Speaker, I appreciate the opportunity to join the debate. I have certainly heard an awful lot this afternoon about tax cuts and tax credits and how that is going to solve all the problems that all Canadians have, all our communities have and all our provinces have. The only difficulty is that this is a rerun for some of us in this place.

Poverty  Mr. Speaker, in 1998 the UN Committee on Economic, Social and Cultural Rights examined the causes of poverty in Canada. Yesterday, Craig Foye of the Hamilton Income Security Working Group presented an update to the UN committee in Geneva, Switzerland. His report was shocking. Thirteen thousand of Hamilton's children are living in poverty today because their parents have too little income to pay for housing and the other necessities of life.

National Defence  Mr. Speaker, yesterday I received a letter from a constituent of mine. His son is a proud, fourth generation member of our Canadian Forces. He expressed anguish that the flag atop our Peace Tower would not be lowered to honour our fallen soldiers. He said: The Parliament Buildings are for Canadians and not just dignitaries--and such Canadians who die serving this great country of ours should be granted to have the flag at half mast in their honour.

National Defence  Mr. Speaker, I want to say that the intransigence on the issue of lowering the Peace Tower flag obviously will only be broken by a majority vote of the House. I understand there is a vote coming. I look forward to casting my vote in favour of what Canadians want on this issue. In the interim, if I could offer up a responsible solution, would the minister agree to allow one or both of the ceremonial flags that flank the Centre Block to be lowered on the days of the Canadians' funerals until such time as we can resolve, as a Parliament, the broader issue?

Federal Accountability Act  Mr. Speaker, I thank the member for York South--Weston and I recognize the minor error. I would just say that from the viewpoint of Hamilton, when we thought Toronto, we thought the hon. member. I was pleased to have been in the municipal world when the hon. member was there. The member raises some very good points.

Resumption of Debate on Address in Reply  Mr. Speaker, I would like to extend my congratulations to the hon. member for Burlington. I have known him for a number of years. In his former capacity as a Burlington city councillor and with my background as a Hamilton city councillor, our paths have crossed many times. I acknowledge that his predecessor has left big shoes to fill.

I am deeply honoured and hope I live up to the trust they have placed in me. For the most part, I agree with what the member for Beaches—East York had to say.

Immigration  Mr. Speaker, Edith Kaggwa is a hard-working registered practical nurse at St. Peter's Hospital in my riding. She has four daughters aged 12, 9, 6 and 5, three of them born here in Canada. Edith is an active member of her church and a well liked member of the hospital staff, but next week she faces possible deportation to Uganda, one of the most dangerous places on Earth.

Bank Act  Madam Speaker, I appreciate the opportunity to say a few brief words about the bill before the House. The caucus of the NDP will be supporting this bill and I will take a moment to underscore one of the main reasons why. People know that the predecessor to the NDP was the CCF. Cooperative was part of the name of that party.

Supply  Mr. Speaker, I appreciate the member taking the time to listen. At least the member said she heard me in the back lobby. The question though is whether other members were listening. That is the real issue. They may hear, but are they listening? The member's question basically was asking me if I am a hypocrite by virtue of the nature of what I said.
