COVID-19 Emergency Response Act, No. 2  Mr. Speaker, when I was young, children used to do the same thing in the school yard. It is rather uncouth. I certainly did not block his colleague, Mr. Paul-Hus, because he just said on Twitter that he agrees with what I said about foreign workers. If the Conservatives get their act together and work together, everything will be fine.

COVID-19 Emergency Response Act, No. 2  Mr. Speaker, I should say that I will be sharing my time with my esteemed colleague from La Prairie, or else I will end up with more time. I am a little concerned that the subject we are discussing this morning has not been treated with the seriousness it deserves. I am also a little concerned that the Liberals think it is really nice of the Bloc to collaborate but may not really be listening to us.

COVID-19 Pandemic  Mr. Chair, it is possible that the rules are inadequate. Farming operations might not be able to ensure the kind of quarantine that is required, since that is really not their job. It is possible that symptoms might not be identified as effectively by farming operations as they could be if that duty were entrusted to public health experts.

COVID-19 Pandemic  Mr. Chair, on another note, some may be surprised to hear that I believe the Canadian government must play a part in restoring the oil sector jobs in Alberta and western Canada to what they once were. I do not think we should ask these people to sacrifice their entire economic model.

COVID-19 Pandemic  Mr. Chair, as I was saying earlier, we have concerns about the health, security and safety of people who are very welcome in Quebec, the temporary foreign workers. I think we owe the public, those workers and farm owners proper security. In the next few hours and before the next contingent of workers arrives at Dorval airport, can we start bringing in measures to ensure that people who are sent to our territory by Canada border services officers are quarantined and tested for COVID-19, for everyone's sake?

Statements Regarding COVID-19  Mr. Speaker, I would like to begin by extending a respectful greeting to all my colleagues in the House and, above all, my most compassionate regards to seniors. I cannot imagine the day-to-day life of elderly people living in one of the many types of residences in Quebec and Canada.

I will proceed and the House can decide thereafter. To all Quebeckers back home concerned about the spread of a virus that may, in some cases, be life-threatening, I wish them courage.

Government Priorities  Mr. Speaker, if the Conservatives do not want to be the official opposition, the Bloc is ready to step up to the plate. The Bloc Québécois's efforts are focused on making gains for Quebec. The Conservatives are focused on making gains for themselves. The other difference is that the Bloc Québécois has someone they can send to negotiate.

Health  Mr. Speaker, it would be nice if the government would be proactive with its policy for once instead of playing catch-up and finishing three strokes behind. This is a serious and worrisome pandemic we are dealing with. Will the government ensure better border control, hold a press conference every day and increase seniors' purchasing power as of the age of 65 in the next budget without imposing conditions?

Health  Mr. Speaker, allow me to say that the Bloc Québécois did not want to give the Conservatives an opportunity to keep shouting that all Quebeckers are corrupt. This morning, the Prime Minister outlined a plan for containing what the WHO is now calling a pandemic. This announcement had some good points, particularly with respect to financial support and employment insurance.

Seniors  Mr. Speaker, some troubling circumstances that extend well beyond the economy could have significant consequences for Quebec's and Canada's economy. The Minister of Finance said that, under the circumstances, he might renege on some of his election promises in order to save some money.

Seniors  Mr. Speaker, the time to reel off a list of achievements is during an election campaign. Today we want to talk about the future, or even the very near future, because budget day is just a few days or weeks away. To avoid saying something alarming, the Government of Canada is not saying anything at all.

Public Safety  Mr. Speaker, as an opposition party, we may be less royal, but we are more disciplined. This government has to focus on dismantling the blockades and getting the economy back on track and not make firearms the priority. The Premier of Quebec expressed concern about the presence of automatic weapons at some of the blockades, which is a rather dramatic development.

Indigenous Affairs  Mr. Speaker, on one hand, the knee-jerk reaction of politicians should not be to pawn their responsibilities off on other institutions. On the other, it is possible to meet with indigenous leaders. I met with some this morning. I am also meeting with some this afternoon. It is possible.

Indigenous Affairs  Mr. Speaker, I suggest that we calmly broaden the range of possible solutions. In the last Parliament, the government committed to moving forward with the process of adopting the United Nations Declaration on the Rights of Indigenous Peoples. The government does want to see certain files move quickly.
