Agriculture committee  Thank you. I have one last question. I understand that Global Affairs Canada has developed a guidance document to address some of these questions and give you some clarity. The United States has already made public similar guidance documents. Are you aware of this document from Global Affairs Canada?

Agriculture committee  Ms. Proud, can you shake your head one way or another to give us a yes or a no? No. Knowing that, Mr. Chair, as my time runs out here, I would like to table a motion at committee: That the committee request from Global Affairs Canada any guidance documents surrounding the application of sanctions being applied to fertilizer inputs imported into Canada be tabled with the committee and published on its website.

Agriculture committee  Thank you, Mr. Chair. There are a lot of questions arising out of the situation in Ukraine and Russia. I'd like to try to get a bit more clarification on where we stand on that. Ms. Proud, have you received any more clarity from the government on the application of the tariffs and, specifically, the fertilizer that was prepaid and en route before March 2?

Agriculture committee  In that same vein, will fertilizer that is in transit from Russia and Belarus be allowed to be off-loaded in Canada, or is it going to have to be moved to a ship of a different flag? Do you know?

Agriculture committee  I'm going to let my colleague Mr. Lehoux go first.

Agriculture committee  Thanks for adding that. Certainly when you claim that on your taxes and get paid back, you'd be paying for those expenses for perhaps 18 months before you got that rebate, whatever the rebate would be. Mr. Currie, would you mind taking a crack at that as well? From the CFA's perspective—and I know this was spoken about at your AGM last week in Ottawa—why is it important to have that full exemption from the carbon tax rather than a rebate?

Agriculture committee  Thanks, Mr. Currie. Certainly, we have the seen the high cost of diesel, propane and fertilizer, and now there's discussion of there potentially being a shortage of some of these products as well as herbicides. In the face of a global food shortage, which is certainly a very real possibility with the conflict in Ukraine and now the federal government talking about a 30% reduction in fertilizer use, what impacts, Mr.

Agriculture committee  Thank you very much, Mr. Chair. Thank you to our witnesses for being here today and providing us with some excellent information. I want to start with the Agriculture Carbon Alliance. I think it's such a great organization, to see some of our agriculture stakeholders working together to be proactive when it comes to our agriculture sector and the role it will play in stewardship of our environment.

Agriculture committee  Thanks. I'm going to move to Mr. Hemmes. We had a witness earlier—and I know you would know Murad Al-Katib well—who chairs the Agri-Food Economic Strategy Table. He said we need to get products that belong in pipes into pipes and we need to get products that belong on rail on rail to try to address the shortage of railcars and access.

First, to the National Cattle Feeders' Association, certainly I understand that we dodged a bit of a bullet with the CP Rail strike, which could have been worse, but certainly, we were feeling that already, as suppliers did not want cars abandoned or stranded in Canada.

You talked about the blockades, but I would assume that the trucking mandates have also had an impact on your ability to move grain and cattle. Now there's some potential for an interprovincial trucking mandate.
