Canada–Madagascar Tax Convention Implementation Act, 2018  Mr. Speaker, it is great to be here this afternoon. Bill S-6 is along the lines of what our government's platform and agenda has been over the past three and a half years. The bill fits well within our tax treaties with our international partners and international organizations.

Corrections and Conditional Release Act  Madam Speaker, I would like to thank the hon. colleague from Quebec for her question. We both attended the new year celebrations in Mississauga for the Vietnamese community. It was great to see her there and to have her in the GTA. With respect to the bill, an amendment was adopted at report stage to add a mechanism for independent oversight.

Corrections and Conditional Release Act  Madam Speaker, as many parliamentarians and many Canadians would know, we all watched the images of what Ashley Smith endured on CBC and a number of news programs. We want to ensure that does not happen to any other Canadian. We do know our penitentiaries serve the role in our society of making sure that people are held to account for their actions and are held responsible.

Corrections and Conditional Release Act  Madam Speaker, it is great to rise this afternoon to speak on Bill C-83, an act that amends the Corrections and Conditional Release Act and another act, transforming administrative segregation. The legislation would do a number of important things, such as creating patient advocates to help ensure inmates get the medical care they need, giving victims of crime enhanced access to recordings of parole hearings and enshrining in law the requirement that Correctional Service Canada considers systemic and background factors when making decisions affecting indigenous people in custody.

We will not do what the Conservatives did and undertake austerity measures where we cut. That is not something any government wants to do or should do.

Business of Supply  Mr. Speaker, we are at the table with the municipalities. We have been at the table since 2015, rolling out PTIF 1, which was our first plan for infrastructure, and PTIF 2, which was our second plan for infrastructure. There is money on the table for cities. It is being invested in thousands of projects across the country.

Business of Supply  Mr. Speaker, first, I would like to thank the hon. member for Barrie—Innisfil for acknowledging the fact that we have reduced taxes for nine million Canadians. I thank him very much for acknowledging in his comments the fact that the deficit is going down on an absolute basis year after year.

Business of Supply  Mr. Speaker, I thank my colleague for his question. How many kids in Barrie—Innisfil receive the Canada child benefit? It is around 10,000 to 11,000 families every month. Does he want to cut that? That Canada child benefit is tax-free and simple, and they receive it every month.

Business of Supply  Mr. Speaker, the debt-to-GDP ratio and the deficit-to-GDP ratio are both on a declining trend. That is what is important. As long as we continue to reduce that deficit over time, we continue to grow the economy, and we continue to invest in Canadians, we are on the right path. As someone who worked in the financial markets for 23 years of my career, I know that path is sustainable and fiscally prudent.

Business of Supply  Mr. Speaker, it is wonderful to rise in this new year in this new chamber. It is not wonderful to rise to speak to an opposition motion brought forth by the member for Carleton that is, in my opinion, useless, if I can be so direct. It is an opposition motion that does not speak to the needs of everyday hard-working Canadians, middle-class Canadians at home, and their concerns of ensuring they have a bright future for themselves and their kids, or ensuring we make life more affordable for Canadians from coast to coast to coast.

Attack in the Philippines  Mr. Speaker, a cathedral is a place of worship, a place of prayer and a place of hope. What happened yesterday in Jolo, Philippines is a despicable act of cowardice, and I am sure I can speak on behalf of all my colleagues that we condemn this vicious act of terrorism. My deepest condolences go out to all the families affected by this tragedy in the Philippines.

The Economy  Mr. Speaker, under our government's plan, the Canadian economy is among the strongest in the G7, unemployment is at its lowest level in 40 years and Canadians have created over 500,000 full-time jobs. By this time next year, the average Canadian family of four will have $2,000 more in its pocket each year than under the Conservatives.

We have spoken to a number of senators and congressmen and congresswomen about the importance of two-way free trade between Canada and the U.S.

Business of Supply  Mr. Speaker, very simply, it is in our overwhelming interest, for both Canada and the United States, that these reciprocal tariffs to be lifted. We have taken measures to protect our industry including $16.6 billion in reciprocal measures against U.S. imports. We will stand up for Canadian workers.
