Tax Convention and Arrangement Implementation Act, 2016  Madam Speaker, I listened to my colleague with interest, and I can see how knowledgeable he is on this topic. In his speech, he talked about the things that need to be taken into account in a treaty. I have two questions for him. First, do we need to take into account Israel's borders?

Tax Convention and Arrangement Implementation Act, 2016  Madam Speaker, I thank my colleague for his speech. I am tempted to ask him why we are debating Bill S-4, when the government is regulating things well enough through the regulations. For instance, in the case of Barbados, the regulations make it easy to avoid taxes. There are currently 22 tax havens with which we do not have a treaty, but the government treats them as though we do.

Here is a example: is a settler in the occupied territories in Israel? If so, is that settler covered by the arrangement for the avoidance of double taxation?

Violence Against Women  Mr. Speaker, the scar left from December 6, 1989, has never fully healed. The pain, sadness, feeling of loss, and this waste of precious human life still weigh heavy on our hearts. Every December 6, all Quebeckers sigh together in sadness. This is our burden. Before the tragic events at École Polytechnique, we thought that that kind of tragedy was impossible.

Natural Resources  Mr. Speaker, as part of the federal strategy to promote climate change, Kinder Morgan and Enbridge both got two fine pipelines, despite the opposition of many municipalities, first nations, citizens, and environmentalists. That has left TransCanada, which continues to lobby for the energy east pipeline, out in the cold.

Oil Pipelines  Mr. Speaker, yesterday the government said yes to two new oil pipelines. Oddly enough, that was right before a reception on the Hill organized by pipeline lobbyists. The champagne must have been flowing after that announcement. The Prime Minister says that these two pipelines will help us fight climate change.

The Environment  Mr. Speaker, recently I was in Marrakesh, where I had the honour of representing the Bloc Québécois at COP22. Canada delivered some very nice speeches there, much like it did in Paris. I saw the Minister of Environment and Climate Change in conversation with indigenous people, all of whom are concerned about oil and gas development.

Natural Resources  Mr. Speaker, yesterday, the Minister of Natural Resources stated that he had informed his Quebec counterpart of Ottawa's decision to increase by $2.9 billion the loan guarantee for Newfoundland and Labrador out of courtesy. I will define the word “courtesy”. Courtesy means not being complicit in unfair competition with Hydro-Québec.

Ethics  Mr. Speaker, yesterday's conviction of a man with close ties to Jean Chrétien reminded us that the sponsorship scandal was a Liberal scandal, a scandal that revolved around Liberal scheming, a scandal that made Canadian propaganda part of every one of Quebec's cultural events.

The Environment  Madam Speaker, the Prime Minister has said time and time again that energy east needs social acceptability. However, it is not up to the National Energy Board to determine whether a project is socially acceptable. It is up to the population, the public. The NEB should not be telling us what to do, and Canadians are saying no to energy east.

Employment Insurance Act  moved for leave to introduce Bill C-314, An Act to amend the Employment Insurance Act (qualifying period). Mr. Speaker, if they lose their jobs, mothers who took maternity or parental leave do not have a sufficient number of hours accumulated upon their return to work to be eligible for employment insurance benefits, and because the Quebec plan is more generous and works so well, more Quebec mothers fail to qualify for employment insurance.

Employment Insurance  Mr. Speaker, mothers who lose their employment while on parental leave are not entitled to employment insurance. The minister knows it and is doing nothing about it. The government is once again hiding behind another consultation. The solution is simple and everyone knows what it is.
