Oil Pipelines  Mr. Speaker, yesterday the government said yes to two new oil pipelines. Oddly enough, that was right before a reception on the Hill organized by pipeline lobbyists. The champagne must have been flowing after that announcement. The Prime Minister says that these two pipelines will help us fight climate change.

The Environment  Mr. Speaker, recently I was in Marrakesh, where I had the honour of representing the Bloc Québécois at COP22. Canada delivered some very nice speeches there, much like it did in Paris. I saw the Minister of Environment and Climate Change in conversation with indigenous people, all of whom are concerned about oil and gas development.

Natural Resources  Mr. Speaker, yesterday, the Minister of Natural Resources stated that he had informed his Quebec counterpart of Ottawa's decision to increase by $2.9 billion the loan guarantee for Newfoundland and Labrador out of courtesy. I will define the word “courtesy”. Courtesy means not being complicit in unfair competition with Hydro-Québec.

Ethics  Mr. Speaker, yesterday's conviction of a man with close ties to Jean Chrétien reminded us that the sponsorship scandal was a Liberal scandal, a scandal that revolved around Liberal scheming, a scandal that made Canadian propaganda part of every one of Quebec's cultural events.

The Environment  Madam Speaker, the Prime Minister has said time and time again that energy east needs social acceptability. However, it is not up to the National Energy Board to determine whether a project is socially acceptable. It is up to the population, the public. The NEB should not be telling us what to do, and Canadians are saying no to energy east.

Employment Insurance Act  moved for leave to introduce Bill C-314, An Act to amend the Employment Insurance Act (qualifying period). Mr. Speaker, if they lose their jobs, mothers who took maternity or parental leave do not have a sufficient number of hours accumulated upon their return to work to be eligible for employment insurance benefits, and because the Quebec plan is more generous and works so well, more Quebec mothers fail to qualify for employment insurance.

Employment Insurance  Mr. Speaker, mothers who lose their employment while on parental leave are not entitled to employment insurance. The minister knows it and is doing nothing about it. The government is once again hiding behind another consultation. The solution is simple and everyone knows what it is.

Employment Insurance  Mr. Speaker, it is hard to believe, but some mothers who lose their livelihoods during their parental leave are not entitled to employment insurance. Imagine how hard it must be for these families to lose a source of income right after a new baby is born. Imagine what this would do to a single mother.

Quebec's Interests  Mr. Speaker, there is still nothing for softwood lumber, nothing for Mégantic, nothing for diafiltered milk, and nothing for Bombardier. There is nothing for the people of Quebec. On health, the Liberals are maintaining the cuts made by the Harper government, and on the environment, they are maintaining the targets set by the Harper government.

In front of the entire world, Canada committed to be part of the solution in the fight against climate change. However, numbers do not lie.

The Environment  Mr. Speaker, the government has just approved the Pacific NorthWest pipeline and it continues to push to advance the energy east pipeline. These two projects alone will increase greenhouse gas emissions by 40 million tonnes a year. If I have understood correctly, the Liberal strategy to reduce emissions is to increase them.
