Public Accounts committee  Kramp argues that there are actually six things they could be doing, including border controls, interest-bearing debt, etc., it's clear that the F-35 issue is the first among equals, or way beyond the first among equals. Just to give listeners and viewers some scale, this decision is in the order of magnitude of replacing the entire subway system in Toronto.

Transport committee  Because this technology has been held back for so long, and technology has moved so far forward, it's not clear what the dominant design is going to be. Are they going to be a cigar shape? Are they going to be one of these flat-shaped ones that take care of aerodynamic lift? Are they going to be a non-rigid structure, with a flexible envelope, or are they going to be a rigid structure?

Industry committee  Furthermore, the Canadian government has committed itself to guaranteeing a loan for the Muskrat Falls project, which represents a clear and tangible commitment to work with other partners to develop renewable energy projects that will allow us to reduce greenhouse gas emissions and create opportunities that will be beneficial for Atlantic Canada's residents, if not all North Americans, for generations to come.

Public Accounts committee  We don't have that. That's a fact. So that's partly also why we're sort of lurching around here without as clear a focus as I think everyone would like. Madame Bateman, first-time speaker.

Public Accounts committee  When we've been in an open public session, and there's a race to get the floor, when the government does get the floor, they move to go in camera. There's no debate on that motion. We have a vote, the government wins, we clear the room, and then we do our business. But it was debatable whether we needed a motion. We do not have a rule that all committee business is automatically done in camera. The only thing that stands close to that, where there are no exceptions, is report writing.

Transport committee  Going out to the community, most of the time the airships live in the sky. Some of them will need masts, which are relatively inexpensive. They need a cleared area, and in some of the designs they need no mast whatsoever, so the infrastructure cost is very low. You would need a few hangars in a few places, that's true, but not in every community by any stretch of the imagination.

Public Accounts committee  I can understand why the opposition wish to go that route. I understand the discussions that take place among all the opposition. It's a clear-cut strategy, and it is unfortunate, because as we move through an event like this and the subsequent examinations, this sets a precedent that I'm concerned will potentially be challenged through the House procedures--I don't know--as we move forward.

House debate  Through the building Canada plan and the economic action plan, our government is supporting infrastructure priorities in communities across the country. Our government has been very clear that we will continue to be a supportive partner of our cities but we know that municipalities are best situated to identify their needs and assess their infrastructure priorities. We will not infringe on provincial or municipal jurisdiction and begin telling our cities what their local infrastructure priorities are.

Jobs, Growth and Long-term Prosperity Act  Mr. Speaker, I cannot answer that question, but it is clear from research that has been done that unless the Conservatives are planning to double bunk every prisoner in the country, there will be a need for new facilities over time. Estimates of the cost vary, but have typically been in the billions of dollars.

Citizenship and Immigration committee  I wonder if you might want to comment on that aspect, given other refugees in fact are able to if they weren't designated or they weren't irregulars. It seems to me it's a clear distinction: two types of refugees.

Citizenship and Immigration committee  I will answer in English, if I may. It's very clear that UNHCR does not oppose a list of designated countries of origin. However, it must be understood that the DCO list is a procedural tool. It's not a process, only a procedural tool.

Jobs, Growth and Long-term Prosperity Act  There is the public transit tax credit to encourage people to use the bus, the Canada employment tax credit and the deduction of the cost of tools for tradespeople. Our government has been clear in trying to build on the benefit of families, ordinary Canadians, people who can grow and prosper in this country, not to be afraid, to be proud of what they are doing as families. Since taking office in 2006, our government has been lowering taxes, with more than 140 tax cuts altogether.

Jobs, Growth and Long-term Prosperity Act  A lot changed in the last election and this government does not seem to want to take that into account. It is muzzling those who have not taken part in the debates. Canadians sent a very clear message: in the game of politics, this government ended up in power with 39% of the vote. That means that 61% of the population has to be able to express itself through the voices of the hon. members from the other parties.

Jobs, Growth and Long-term Prosperity Act  A budget implementation bill should not be used as an opportunity to limit debate and push through detrimental measures designed to reduce government transparency and accountability. Let us be clear in case Canadians have not fully grasped what is happening here: Bill C-38 is actually an omnibus bill that goes far beyond the budget and unilaterally imposes the Conservatives' decisions without allowing for real debate.

Jobs, Growth and Long-term Prosperity Act  It builds on the momentum and accomplishments we have realized over the last few years and demonstrates a strong vision for building the long-term future of Canada. It is clear that budget 2012 builds on the accomplishments of our government to support the economy and job creation. Ellen McGregor, chair and co-owner of Fielding Chemical Technologies, Canada's leader in chemical and refrigerant recycling, a business located in my riding, has applauded our work to date and the measures taken in the budget by stating, “Our government is approaching the management of the country like the management of the best-run company, or for that matter, a best-managed household.
