Standing Orders and Procedure  Mr. Speaker, I am going to switch to a completely different issue. I am going to talk about two-tier democracy and fair play. Today we are debating the Standing Orders and House of Commons procedure. However, who does the House belong to? It belongs to the people. We are here as the representatives of the people.

The Environment  Mr. Speaker, the Prime Minister reminded us of the environmental responsibility we have to future generations. This morning, I heard some fine speeches from Liberal members. Now, they need to do more than just talk. If the Prime Minister and this government are serious about wanting to reduce greenhouse gas emissions and fight climate change, they need to be consistent.

Paris Agreement  Mr. Speaker, I thank the hon. member for the question. I sincerely believe that there is no better barrier to the excessive development of natural resources than the opposition of indigenous peoples exercising their fundamental rights. In that sense, I do think indigenous peoples are helping us.

Paris Agreement  Mr. Speaker, I thank the member for his question. Canada must indeed begin by respecting provincial jurisdiction. That is step one. It must also respect the efforts made by Quebec, such as using 1990 instead of 2005 and investing billions in industries that have invested in reducing their greenhouse gas emissions.

Paris Agreement  I was fortunate to attend the Paris climate change conference, COP21, as the Bloc Québécois representative. I must say that I really felt that I was part of an historic event. COP21 was much more than a gathering of nations. It was nations, cities, municipalities, NGOs, bankers, businesses, business groups, scientists, and more.

Women's History Month  Mr. Speaker, I thank the House. As we observe Women's History Month, I invite my fellow members to recognize and celebrate the contribution that 50% of our population has made to our society and our democracy. If we take a moment, we can all summon up the image of a woman who has made change on some level.

The Environment  Mr. Speaker, we can grow the economy with clean energy. All it takes is political will. This government must assume its responsibilities and impose a ceiling on greenhouse gas emissions to make polluters pay and reward the use of clean energy. Will the government recognize and reward Quebec's efforts to curb greenhouse gas emissions, or will it once again do as little as possible so as not to alienate western Canada?

The Environment  Mr. Speaker, while the environment ministers meet in Montreal and members in the House discuss the ratification of the Paris agreement, the Prime Minister has a good opportunity to show that he has a vision for sustainable development and that he is serious. It is very simple: will the Liberal government agree once and for all to reject the energy east project, which on its own would generate 30 million tonnes of greenhouse gases a year?

The Environment  Madam Speaker, first, the Liberals adopted the Conservative government's greenhouse gas reduction targets, and now they are approving the Conservatives' project. The same minister who, in Paris, stressed how urgent it was to fight climate change has approved the Pacific NorthWest pipeline.

Canadian Heritage  Madam Speaker, yesterday, the ADISQ sounded the alarm. The Quebec music industry is in crisis. For example, Jean Leloup's song Paradis City was streamed 540,000 times on Spotify but he was paid just under $30 for it. What did the Minister of Canadian Heritage say? She said she felt bad for him.

Health  Mr. Speaker, Quebec's nurses are worried. Yesterday, their president said that decreasing the transfers would truly put Quebec's health care system in jeopardy and would decrease Quebec's ability to provide care to those who need it, the sick. The government is attacking the sick in Quebec.

Health  Mr. Speaker, Quebec's National Assembly is unanimous: health falls under the exclusive jurisdiction of Quebec. The transfers have to be maintained at 6% without conditions. The government chose the worst scenario. It unilaterally imposed the Conservative cuts along with the NDP conditions.

Business of Supply  Mr. Speaker, I thank my colleague for his speech, which I listened to closely. He called on the government to give a real argument against forming a committee. I would ask him to explain why the NDP did not support the Bloc Québécois amendment calling for all parties to be represented on this committee, whether they are recognized or not.

Business of Supply  Mr. Speaker, I would like to remind my colleague that, during the election campaign, the Bloc Québécois was the only party strongly opposed to the sale of arms to Saudi Arabia. That being said, my colleague used the word “democracy” a lot in her speech. I would like to know what she thinks about the Bloc Québécois's proposed amendment giving it a seat on the standing committee on the sale of arms, which the NDP rejected.

Energy East Project  Mr. Speaker, the Government of Quebec gave the federal government's greenhouse gas emissions reduction targets the thumbs down on the grounds that they lack ambition and that more must be done if we want to achieve the Paris targets. Unlike Quebec and every other country on the planet, the federal government is using 2005 as the base year instead of 1990.
