The Environment  Mr. Speaker, I have a simple question on ozone monitoring based entirely on what the Minister of the Environment himself has already said. In the House he said that his cuts are simply consolidating and streamlining duplicating measurements, but in his own signed order paper answer, hopefully not an unreliable source, he states that: “These measurements complement, but do not duplicate each other”.

The Environment  You don't know what ozone is.

The Environment  Mr. Speaker, I had prepared a question for the Minister of the Environment about this troubling memo and the contradictions in his responses. These political non-answers lead me to ask a basic question on the minister's knowledge of this important issue. Could the minister explain to the House what ozone is and what is the difference between its impact at low altitude and high altitude?

Youth Homelessness  Mr. Speaker, for many years different governments have tried to tackle the challenges surrounding poverty in Canada. We are a rich country and we all do our best to help others. Yet, as youth critic, it bothers me greatly to know that more than 65,000 young Canadians at any given time during the year can be homeless.

Brain Tumour Awareness Month  Mr. Speaker, today is the last day of Brain Tumour Awareness Month in Canada. This may come as a surprise to some of my colleagues in the House. For too many Canadians—more than 50,000 of them—their brain tumour diagnosis also came as a surprise. As we have all experienced through family and friends, and even through some of our colleagues here, cancer does not discriminate and can strike quickly.

Business of Supply  Mr. Speaker, you generously stated that you would allow speakers to work their way toward the issue in question. There is one minute remaining in the hon. member's speech. I believe he would now be addressing asbestos in the last minute if he—

Rick Hansen  Mr. Speaker, yesterday marked the kickoff of the 25th Anniversary Relay in honour of the Rick Hansen Man in Motion World Tour. Some 7,000 participants will retrace the Canadian portion of the gruelling journey completed 25 years ago by an extraordinary man who wanted to make the world a better place, inspire Canadians and help people with spinal cord injuries.

Aboriginal Affairs  Mr. Speaker, in Canada, thousands of people commit suicide each year, and far too many of them are young people between the ages of 15 and 24. Suicide is the second leading cause of death among young people in this age group. This already alarming suicide rate among young people is seven times higher among aboriginal and homosexual youth.

Business of Supply  Mr. Speaker, I thank the hon. member for his question. I would also like to commend the excellent work he is doing with his private member's bill on this issue and thank him for all his hard work in this area. I am honoured to say that my riding has an organization called Les Déprimés Anonymes, or Depression Anonymous.

Business of Supply  Mr. Speaker, I would like to thank the hon. member for raising the issue of how this is being addressed in Quebec. We are very proud of what we are accomplishing in Quebec with regard to suicide prevention and mental health. There is still a lot of work to be done but, as with the focus we put on the rehabilitation of criminals rather than on repression, Quebec is often somewhat on the leading edge with what it is doing.

Business of Supply  Mr. Speaker, I will be sharing my time with the member for Charlottetown. When I was in grade 11 at Collège Jean-de-Brébeuf, I was the coach of the grade 10 trivia team. Some members were young geniuses, but not really nerds in the traditional sense of the word, no more than any of the other students.

Citizenship and Immigration  Mr. Speaker, after spending two very difficult years in Albania, Arjan Tabaj and his family are finally back in Canada. The Federal Court ruled that this family had been deported without justification. Today another family is being separated by this government. Ms. Paola Ortiz came to Canada to escape a life of physical abuse.

Preventing Human Smugglers from Abusing Canada's Immigration System Act  Mr. Speaker, I would ask the parliamentary secretary to look through the bill again to see that there is very little in it to address human smugglers. We would love to be able to crack down on human smugglers; we would love it if this bill were able to go after human smugglers.

Preventing Human Smugglers from Abusing Canada's Immigration System Act  Mr. Speaker, I thank my hon. colleague for her question. This is part of the Conservative tough on crime ideology, as even Mr. Duceppe used to call it. The Conservatives are trying to find ways to convince people that they are really tough on crime, as we saw today with their omnibus crime bill that imposes obviously harsh measures, even though it will have no positive effect on a country in which the crime rate is already going down.
