Official Languages committee  The Standing Orders are clear: he may deliver his speech, but there is no conversation or questions and answers between members.

Health committee  That one thing, sodium reduction, would be enormously significant in terms of labelling and moving towards clear reductions. I am very concerned that we're losing ground on that aspect. Have you done anything within your groups on that isue, or through the alliance in B.C.? Maybe something very positive is going on in B.C. that you could tell us about and that we could learn from.

Natural Resources committee  So I've never suggested, and I would not suggest, that there is a particular oil company or any particular commercial interest behind this. But it is clear--and the foundations have said themselves--that they are interested in increasing the energy security and the energy independence of the United States and also in weaning the United States off imported oil.

Natural Resources committee  I don't know that they can be outspent, even by the oil industry. They've already spent hundreds of millions of dollars in our country, so I think it's clear that they're serious about what they're doing. I think the time has come for dialogue directly between the Canadian energy industry and the American foundations that are funding the campaign against it.

Airbus  Mr. Speaker, once again, Professor Johnston will draft the terms of reference for the full public inquiry, and that is one matter on which he will obviously make recommendations.

Airbus  Mr. Speaker, I cannot comment on a decision that is the exclusive responsibility of the Minister of Justice. We do recognize, however, that there are two issues of public interest here: on one hand, this government's commitment to conduct a full public inquiry; and on the other hand, to ensure that Mr.

Airbus  Mr. Speaker, Mr. Johnston is free to provide his report much more quickly, if possible. That will be up to him.

Airbus  Mr. Speaker, once again, Mr. Johnston is free to recommend any terms of reference for the commission. That is up to him. The government has given that power to Mr. Johnston, an eminent and impartial individual. The government has not written the terms of reference for this public inquiry.

Airbus  Mr. Speaker, all the allegations made by the member for Wascana are completely baseless. They are complete fabrications. All they are is designed to try to prove that other people are just as corrupt as the Liberal Party of Canada. I am afraid the Liberal Party of Canada has the trademark on corruption.

Airbus  Mr. Speaker, the judicial process is ongoing. Ultimately, the decision is up to the Minister of Justice. Clearly, the government will not comment on such a judicial process.

Airbus  Mr. Speaker, we did no such thing. Mr. Johnston is free to propose any terms of reference that are in any way connected with the events in question. Canadians understand that the events in question occurred between 10 and 20 years ago. These are rather pathetic attempts by the opposition to link them to this government.

Airbus  Mr. Speaker, as I have said, Professor Johnston can recommend any terms of reference that are in any way related to the affairs at hand. I would not say the only person's credibility, but one of the people's credibility who is very much in question this week is the member for Wascana, who actually suggested that the government would break the law and release private tax records.

Information & Ethics committee  The motion reads as follows: Pursuant to Standing Order 108, the Standing Committee on Access to Information, Privacy and Ethics studied the circulation of correspondence from the Privy Council Office to the Prime Minister's Office, with particular emphasis on the correspondence sent by Karlheinz Schreiber to the Prime Minister, in order to determine whether Prime Minister Stephen Harper is right to claim that he was never made aware of the letter.

Preventing Persons from Concealing Their Identity During Riots and Unlawful Assemblies Act  Although the situation may arise, in rare cases there may be circumstances where a person taking part in a riot is, for example, wearing a mask to conceal his or her identity to ensure that he or she is not recognized by someone at the riot who is a threat to his or her personal safety. I expect that in most cases it would be clear from the circumstances that the person is wearing a mask or disguise for the purpose of facilitating his or her anonymous participation in the riot. As with all criminal offences, the prosecution would be required to prove the intent element of the offence beyond a reasonable doubt.

Preventing Persons from Concealing Their Identity During Riots and Unlawful Assemblies Act  That is why it is so critically important, as we debate this bill, that we send a very strong, clear and succinct message to Canadians as a whole that as parliamentarians we view large gatherings of people as something good. We see them playing an important role in democracy, whether it is the protesting of issues or even, for that matter, supporting issues.
