Airbus  Mr. Speaker, the government has announced that Dr. Johnston will fulfill the role of the independent adviser to the government. His terms of reference have been released publicly. Dr. Johnston has been given a wide mandate to propose, independently, terms of reference on a public inquiry or any other actions that he deems are necessary, and the government will follow those recommendations.

Afghanistan  Mr. Speaker, the Government of Canada has a new agreement with the government of Afghanistan to ensure the monitoring of these prisoners. If serious allegations are made and proof provided, there is a process for verifying and managing these cases. The agreement with the Afghan government works well.

Airbus  Mr. Speaker, the terms of reference for the public inquiry will be drafted by an independent third party. I am pleased to announce that Dr. David Johnston, who is the president of the University of Waterloo, the former dean of law at Western and the former principal of McGill, and who has served numerous governments in various public policy capacities, has agreed to be the independent third party.

Airbus  Mr. Speaker, these allegations are completely false and unfounded. As I just mentioned, Dr. David Johnston, the president of the University of Waterloo and an eminent Canadian, has agreed to conduct the review that will provide the government with a mandate for a public inquiry.

Airbus  Mr. Speaker, I have just said that Dr. David Johnston, who is an eminent Canadian, will make proposals on the terms of reference for a public inquiry and the government will follow his recommendations. Sooner or later, it will dawn even on the Leader of the Opposition that the events in question did not occur under this government but that some of them did in fact occur under the government of which he was a member.

Copyright Modernization Act  That is why this bill permits Canadians with perceptual disabilities to adapt legally acquired copyrighted material to a format that they can easily use. Finally, Canada's innovative firms told us that they needed clear copyright rules in order to roll out novel business models. We have responded by proposing new exceptions for computer program innovators as well as limitations on liability for Internet service providers and search engines.

Copyright Modernization Act  I could go on about this for the next half hour, but I do not think I have that much time. It is clear—and the principle is a fundamental one—that all work deserves pay. It is simple. There will be no shows, no artistic events, nothing to post on the Web, nothing to share and nothing to exchange if we do not allow creators to live from their craft.

He did a good job of explaining the intricacies of this bill, which is deeply flawed with respect to the importance of royalties paid to creators and artists. He mentioned resale rights, which exist in several other countries.

Agriculture committee  First of all, CFIA, as everyone knows, has been consulting since 2009, when Prime Minister Harper made a pronouncement, actually in our Niagara region, that Canadians should be able to have clear and concise labelling. What's on the bottle should be in the bottle. We need this to be concluded. We're hoping that these discussions are going to end soon, because they impact so much of what we do.

Copyright Modernization Act  What we are really talking about right now is the government's credibility on transparency, of which the Conservatives have absolutely none. I want to speak to one clear example of the hypocrisy of the government's moving time allocation. The pooled registered pension plan came before the House. The government moved time allocation on the first day of debate after only the second speaker from the opposition.

Agriculture committee  In discussion with various freight forwarders and oceans carriers, there are sometimes very clear indications that the differential between U.S. freight rates based on Chicago/Columbus versus Toronto is the result of rail rates. The situation has a serious impact on our competitiveness overseas.
