Poverty Tomorrow I will be tabling a motion, seconded by MPs across party lines, denouncing the shameful failure of the House to fulfill its pledge, due to a cruel and selfish lack of political will for which all members should apologize. There is clear evidence that poverty, particularly child poverty, increases the cost to our health, education and justice systems by a sum greater than the cost of eliminating it. We are all culpable.

Financial System Review Act Speaker, it is a privilege to speak to Bill S-5, the financial system review act. The bill has cleared the Senate and is now in the House. Some of my colleagues on the other side are asking why now and why so fast. It is not really fast. The consultation process started in September. We had to use that process to be able to get it to this place.

Financial System Review Act Currently, if I go through websites or look at some of the mail that comes through my door, it is clear that a person can actually get his or her house financed fairly easily for up to 90%. That is an advantage for some, but in the long term it is also the basis for potential instability.

The commissioner's process already ensures that lobbyists who are the subject of inquiries have full knowledge and full disclosure of all the allegations against them, and they're allowed to respond.

What we ensured also is that we added terms of reference that were very clear. Again, we did mention in those terms of reference that they were there to advise, to tell us also what's happening and what's new with respect to science and technology, because they may know things that we don't.

As far as I know—given that the commissioner in her report talked about her process—when she gets them back from the RCMP with nothing done, she then opens her own process.

Information & Ethics committee There was a big article yesterday that was written that talked about the fact that...I would actually argue that overwhelmingly the exceeding majority of people want to follow the rules. They just want to know what the rules are and in some cases the rules aren't as clear as they should be, and you've made some recommendations on that. Rule 8 has been subject to interpretation. Are there any recommendations that the Canadian Bar Association has around rule 8?
