Automotive Pollution Reduction Act  Mr. Speaker, it is a great pleasure for me to rise today and talk about this issue. I was a car dealer for 18 years prior to the career I have now. I was very involved when the very first pollution devices came in. The environment became a subject that we talked about every day from the factory level to the dealer level.

I have a copy of it and it says that the bill would prevent fringe parties, such as the Progressive Conservative Party and the NDP, from having seats in the Commons.

Lumber Industry  Mr. Speaker, my question is for the Minister for International Trade. Yesterday I quoted from a letter signed by four Atlantic premiers, asking that the government renew the softwood lumber agreement and especially the maritime accord. The national chief of the Assembly of First Nations has now said that a new softwood agreement could be very beneficial for all.

Lumber Industry  Mr. Speaker, I just sent a letter over to the Prime Minister from the four Atlantic premiers requesting renewal of the softwood lumber agreement and specifically the maritime accord. In the letter they said “Failure to continue the current agreement and arrangements would have a devastating impact on our region's softwood lumber industry”.

Canadian Sikhs  Mr. Speaker, I rise to request more information on a question I asked earlier with respect to the Vienna Convention and the immunity for diplomats, which has been brought to light because of the very unfortunate accident in Ottawa involving a Russian diplomat which resulted in a fatality and the serious injury of another person and a pet.

Employment  Mr. Speaker, I have a charter of rights question for the attorney general. There are pages and pages of job openings advertised on the web page jobs.gc.ca. These jobs are available in Ottawa, jobs such as paralegals and architects. They are all federal government jobs. Down the page it says who can apply.

I appreciate the NDP member's position but I want to make it really clear that the restoration and protection of health care is the number one priority of this party. There is not one member of parliament here who does not deal with people in need every day.

Supply  Madam Speaker, I thank the parliamentary secretary for his excellent questions and for the comment that he did listen with some interest to my words. I also acknowledge that I appreciate him saying now that he agrees with Brian Mulroney's policy. It is good for Liberal members to say they agree with Brian Mulroney's policy, that they were wrong and Brian Mulroney was right.

Supply  Madam Speaker, I appreciate the member's question. As to why the Liberals were re-elected, I cannot answer that question. I do not understand why. He says that everyone in Canada knows our position on free trade. I do not think that is right. I do not think they know. I do not think they know the government's position on a lot of things, like the softwood lumber issue or the national missile defence system.

Premier John Hamm was in Ottawa for several days this week lobbying several ministers to get a change in the royalty formula because the federal government takes the vast majority of gas and oil royalties from offshore resources.

Foreign Affairs  Mr. Speaker, both the Israelis and Palestinians acknowledge that Canada has a unique place, has tremendous respect in that region and can play a role. However, both Palestinians and Israelis have also projected that commercial trade could triple between Canada and their region.

Foreign Affairs  Mr. Speaker, my question is for the Minister of Foreign Affairs. This morning a Conservative caucus of MPs and senators had a unique joint meeting with Israeli and Palestinian diplomats. Several proposals were made by the Palestinians and the Israelis on how Canada could play a key role in facilitating a joint lasting peace.

Foreign Affairs  Mr. Speaker, my question is for the Deputy Prime Minister. Departmental officials at foreign affairs were highly criticized about the recent letter of apology to Russia. When Canada apologizes to a country like Russia, does it not require the approval of a minister, or can just anybody apologize?
