The Valleyfield Curling Club represented Quebec magnificently and with honour at these championships.

Nuclear Energy  Mr. Speaker, the Minister of Natural Resources claims to be a strong supporter of nuclear power, which he says is “very clean”. No doubt the minister is not aware of the many warnings that have been issued concerning the potential danger of the intensive use of nuclear power to extract oil from the oil sands.

Nuclear Energy  Mr. Speaker, the Parliamentary Secretary to the Minister of Natural Resources is clearly not aware that nuclear power falls under federal jurisdiction. Is the minister aware that his position runs counter to the recommendation of the Standing Committee on Natural Resources, which stipulates that “no decision be made on using nuclear energy to extract oil ... until the repercussions of this process are fully known and understood.”

Water Resources Management  Mr. Speaker, I would first like to thank the member for Lac-Saint-Louis for introducing this motion, which gives the Bloc Québécois an opportunity to speak again about this major issue and express its concerns about this resource. The Bloc Québécois is very concerned about protecting water and water quality.

Richard Fortier  Mr. Speaker, I am extremely pleased to highlight the work and exemplary community involvement of one of my constituents, Richard Fortier. He was named 2007 man of the year by the Salaberry-de-Valleyfield chamber of commerce on April 28. Mr. Fortier was involved in the March 2007 Special Olympics in Salaberry-de-Valleyfield, and was also the honourary president of the 2007 fundraising campaign for the Fondation cardio-vasculaire.

The Environment  Mr. Speaker, the Minister of the Environment would have us believe that by setting intensity targets, he is dealing with greenhouse gas reductions in a meaningful way. Nothing could be further from the truth. Can the minister explain how he plans to reduce pollution by reducing the amount of pollution per barrel while quadrupling oil sands production between now and 2015?

The Environment  Mr. Speaker, the minister's apocalyptic study indicates that the cost of thermal electricity production will rise by 60%. That conclusion totally disregards the reality of energy production in Quebec. Is the minister using this catastrophic scenario to please the Alberta oil companies while asking Quebec to pay for other people's pollution?

Business of Supply  Mr. Speaker, I thank you for your great generosity. The hon. member for Rosemont—La Petite-Patrie is right, and what he just mentioned illustrates the importance of promoting a territorial approach, rather than a sectorial one.

Business of Supply  Mr. Speaker, I thank my colleague for her question. I believe that in the French version, the motion reads as I said in my introduction, which is that we call for absolute targets to implement a carbon exchange. My colleague’s question gives me an opportunity to explain briefly what we mean by “intensity targets”.

Business of Supply  Mr. Speaker, it is my pleasure to rise in this House to speak on the motion introduced by the Bloc Québécois on this Bloc opposition day. This is a clear and straightforward motion calling on the government “to set fixed greenhouse gas reduction targets as soon as possible so as to meet the objectives of the Kyoto protocol, a prerequisite for the establishment, as expeditiously as possible, of a carbon exchange in Montreal”.

Earth Day  Mr. Speaker, yesterday, in Montreal, we celebrated Earth Day. More than 25,000 people joined in the “Kyoto, pour l'espoir” march to show their dissatisfaction with the Conservative government's inaction and fearmongering on climate change and the Kyoto protocol. This march, which was organized by the Coalition Québec-Vert-Kyoto, shows once again that the people want the government to meet the Kyoto targets.

Natural Resources  Mr. Speaker, this government keeps saying it will respect the jurisdictions of Quebec and the provinces. Yet government officials are holding secret meetings to discuss the bulk sale of water. Is the Minister of Natural Resources planning on taking the advice of environmental groups, which are demanding that the government withdraw from any talks concerning the bulk sale of water?

Natural Resources  Mr. Speaker, I would remind the minister that Quebec already prohibits the bulk export of water, and that this comes under Quebec's jurisdiction. Could the Minister of Natural Resources explain how he can justify talks on a subject that is not even within his jurisdiction?

The Budget  Mr. Speaker, I am pleased to ask the member a question. This question was suggested to me by the voters of Huntingdon who unfortunately lost their jobs two years ago. In fact, 800 jobs were lost when two textile factories closed. Some dozens of workers aged 55 and older have been waiting and are very disappointed in the Conservative government, which did not allocate approximately $75 million in its budget to help workers 55 and older find new jobs.
