Budget Implementation Act, 2018, No. 1  Mr. Speaker, I believe my hon. colleague is reading information from the Fraser Institute, so I will leave it at that and put that aside. In terms of how tax credits work, some can be refundable, and some can be non-refundable. You need taxes owing or taxes payable. A lot of the tax credits that were introduced by the prior government were for families that would not benefit from them because they did not have taxes payable.

Budget Implementation Act, 2018, No. 1  Mr. Speaker, in the province of Ontario, and I have to give credit where credit is due to the Ontario government and the provincial Liberals, we have OHIP+. All children are covered up to the age of 25. It is universal. It was introduced last year. I am very proud to say that. It is going to be a legacy measure.

Budget Implementation Act, 2018, No. 1  Mr. Speaker, it is great to work with my hon. colleague from London North Centre and be on the same side of the aisle with him. The Canada child benefit has had a profound impact on families and our economy, to the point where it actually boosted GDP in a year. The approach we took was to send cheques to the families that need them the most.

Budget Implementation Act, 2018, No. 1  Mr. Speaker, I am pleased to speak to Bill C-74 on behalf of the Government of Canada, as well as our government's planned investments to strengthen the middle class and maintain the strength and sustainable growth of the Canadian economy. Budget 2018, entitled “Equality + Growth: A Strong Middle Class”, represents the next stage in our plan to invest in people and the communities where they live in order to provide the best opportunities for success to the middle class and all Canadians.

Canada-Italy Day  Mr. Speaker, I invite all of my colleagues to come celebrate the third Canada-Italy day on Parliament Hill this evening and to participate in Italian Heritage Month this June. I would like to pay tribute to the sacrifices of the trailblazers who came before us, including the nearly 2,000 men listed on the Italian Fallen Workers Memorial, and to my parents and that generation of immigrants who sacrificed so much.

Mother's Day  Mr. Speaker, on a recent trip to Halifax, I had the honour of visiting Pier 21, the same place where 60 years earlier my mother and her family first touched ground in Canada. At just 19 years old, Vincenza Amante arrived at Pier 21 after travelling some 6,000 kilometres by land and sea.

The Environment  Mr. Speaker, yesterday at the finance committee, we heard from experts across the country about pricing pollution. We heard that it is a cost-effective solution to climate change that cuts pollution and spurs clean growth. We heard that it is the foundation of any serious climate plan for Canada.

Business of Supply  Mr. Speaker, we should look at British Columbia. I grew up on the northwest coast. B.C. has had a price on carbon for over a decade. The economy has done phenomenally well. We use the expression “broken the back”, but we have broken the curve on emissions in B.C. and people have prospered.

Business of Supply  Mr. Speaker, what I will say is if I look back over the last week and at where A.T. Kearney ranked Canada for foreign direct investment, which is number two in the world, it is a very attractive place to invest. I know that in the north there have been many mining projects. Actually, a few of them have been recently approved.

Business of Supply  Mr. Speaker, we need to have balance between supporting the environment and doing the right thing for the environment by ensuring there is a pan-Canadian framework for the pricing of carbon, which we are doing. We also need to grow the economy. We need to ensure that policies are in place where we can have robust capital investments, as my colleague from Kamloops alluded to.

Business of Supply  Mr. Speaker, when it comes to Canada's economy and the environment, our government has been clear. We believe that the two go hand in hand. Canadians understand that pollution is not free, and they understand, as we do, that the most effective way to reduce greenhouse gas emissions is to put a price on carbon pollution.

Housing  Mr. Speaker, last November, this government announced Canada's first-ever national housing strategy, a 10-year, $40-billion plan to give more Canadians a place to call home. Yesterday, the minister responsible for housing joined his Ontario counterpart to sign the first bilateral housing agreement under the national housing strategy.

Trans Mountain Expansion Project  Madam Speaker, I thank my hon. colleague from Alberta. He and I have worked considerably on the cause of autism in raising awareness of it in my riding. To directly answer his comments, the first thing we had to do was rebuild confidence in the institutions, something the Conservatives eroded under 10 years of their rule.
