Political Financing  Mr. Speaker, unfortunately it is not only the Prime Minister who gave an illegal donation to the Conservative Party. There are at least 2,900 delegates with fees totalling at least $1.7 million. There is more. The party's executive director says that Conservatives have been accepting off-book donations for years.

Security Certificate Process  Mr. Speaker, many people in Canada are critical of U.S. policies dealing with terrorist suspects, yet they have failed to see our own national policy failures. Many Canadians have condemned secret prisons and have condemned the existence of Guantanamo Bay. However, I believe that Canadians should also condemn the current security certificate process.

I clearly in my question said “accountability deficit disorder” and did not pertain to any particular acronym or illness that would be deemed to be inappropriate.

A long list of Conservative insiders, including Goldy Hyder and Bill Pristanski, are making money using their influence with the government.

Lobbying  Mr. Speaker, clearly the President of the Treasury Board suffers from accountability deficit disorder. Yesterday the Treasury Board president admitted to a long list of mistakes he made when he served Mike Harris in Ontario, so why will he not admit today that allowing Conservative insiders to profit from their connections is wrong?

Government Contracts  Mr. Speaker, so much for the Prime Minister's promise that politics will no longer be a stepping stone to a lucrative career in lobbying government. Thirty friends and former key advisers of the Prime Minister have cashed in on 327 contracts with big name oil companies in order to get the government to kill the Kyoto protocol.

Immigration and Refugee Protection Act  moved for leave to introduce Bill C-345, An Act to amend the Immigration and Refugee Protection Act (appointment of special counsel). Mr. Speaker, last week the Supreme Court of Canada held hearings challenging the constitutionality of security certificates. It is well-documented that the present process in place for issuing security certificates and detaining individuals without the right to see the evidence against them denies an individual due process.

Petitions  The second petition, Mr. Speaker, asks the government not to cut the GST at the expense of raising the lowest tax bracket from 15% to 15.5 %. Many constituents have expressed time and time again that they cannot comprehend why the government would increase income taxes.

Canadian Heritage  Mr. Speaker, last weekend the Minister of Canadian Heritage attended a Banff World Television Festival. Close to $200 million in production deals are cemented at this event. We know, through the Ethics Commissioner, that the Minister of Canadian Heritage has a financial interest in at least one production company which has in the past benefited from government funding.

Canadian Heritage  Mr. Speaker, my colleague knows very well that the issue is not whether the minister has complied with disclosure requirements. The issue is whether or not she has placed herself in a conflict of interest. When the minister responsible for the allocation of government funds to film and television producers has a financial interest in a company that stands to receive such funds, there is at the very least, the appearance of a conflict of interest.

Canadian Television Fund  Mr. Speaker, he is absolutely correct, the Conservatives have learned nothing. There is a reoccuring theme when it comes to conflict of interest. The Minister of Canadian Heritage is responsible for the Canadian Television Fund. Does the minister recognize that every time Alliance Productions Limited obtains funding from the government, it appears as though she is using taxpayers dollars to enrich herself?

Canadian Television Fund  Mr. Speaker, the Minister of Canadian Heritage is responsible for the Canadian Television Fund to which the government and Canadian companies allocate funding to television producers to develop original programming. One such content producer, which has in the past benefited from the Canadian Television Fund grant, is Alliance Productions Limited.

Economic Development  Mr. Speaker, not only does the government ignore the military when it tells it what kind of equipment it needs, but even worse, the government plans to export $3 billion in high-tech Canadian jobs to the United States of America. Will the Minister of Industry tell us why he thinks the Canadian aerospace industry is unfit to maintain our military aircraft?
