First Nations Ombudsman Act It is signed by the former and present elected leaders of the Hollow Water First Nation. The letter reads: “We have been involved in illegal and corrupt acts in the finances and management of the Hollow Water band, Hollow Water Corporation, Housing Authority, Band Welfare and other affiliates”. It is a letter in writing signed by three chiefs in an apologetic manner about all the corruption.

Public Works Canadians need to be assured that Canadian crown corporation hiring and contracting policies are fair for all, not just for making exceptions for some. Fraud, corruption and jail time are not desirable employee or contractor qualities for any job. Surely these qualities cannot be those the minister looks for in his special advisers. What went wrong?

Public Works and Government Services Maurizio Creuso, a longtime friend and travel companion of the minister, was awarded two government contracts with CMHC and Canada Post, despite having a conviction for fraud and allegations of corruption in Italy. Will the Prime Minister immediately refer this highly questionable ministerial action to the ethics counsellor, or is that report already written?

Supply Second, such a bilateral policy would ensure that funds are not misappropriated by regimes in which corruption is systematic. Third, in the short term, we propose the injection of an additional $3 billion into international humanitarian aid. Fourth, it is urgent to provide a positive response to the request for monetary aid from United Nations secretary general Kofi Annan, for $US 585 million to deal with the Afghan crisis.

Supply I also recognize what has been going on in this country for the last nine or ten years: forgery, corruption and illegal immigrants. We stood here and took a lot of flak because we kept reporting this. I am glad nobody yells across the way that I am anti-immigrant. Nobody in my constituency would ever believe that.

Anti-terrorism Act This was not an issue of poverty. Osama bin Laden is a man with millions of dollars. The Taliban is a corrupt group that has been raising money with drug profits from the sale of heroin for years, furthering their efforts and guerrilla warfare. We also have to understand that the most pervasive element of the war on terrorism is not what is happening in Afghanistan.

International Actions Against Terrorism The deal is that we get secure oil supply and the House of Saud gets to run Saudi Arabia pretty much as it pleases, which may or may not include large amounts of graft and corruption, oppression of citizens and residents alike and massive amounts of wealth concentrated in a very few hands. It is not clear whether Saudi Arabia is directly or indirectly a bin Laden sponsor.

International Actions Against Terrorism As an international community we must tell the Palestinian authorities and the PLO that they must not allow Hamas and the Islamic jihad to engage in killings. It poisons the peace process. They must clean out the Palestinian authority of the corruption that exists within it. On the other hand, the west, especially the U.S., must tell the Israelis that they must remove their settlements from Palestinian held territories, that they must acknowledge the presence of a Palestinian state that is independent and that they must work quickly toward the formation of borders for a free Palestinian state in the Middle East.

Corruption Of Foreign Public Officials Act Let us examine the different kinds of corruption and what corruption does to a country and its economy. There are several things we should look at. There cannot be good government if corruption is allowed to go on. Democracy will be destroyed, whether it is in a transition phase or whether it is well developed.

Foreign Missions and International Organizations Act For example, at one time women could not vote, working men could not vote, men who did not hold property could not vote, and the franchise was exercised only by a tiny fraction, less than 10% of the population. Also, the system of representation in the boroughs was extraordinarily corrupt. There were some boroughs known as the rotten boroughs in which there could be as few as a dozen people casting ballots to elect a member of parliament. Other boroughs were of enormous size and as a result experienced a great deal of underrepresentation All kinds of theories were developed on how to deal with this.

Export Development Act If it were not for the trust, faith and common sense of some of people, we would have the possibility and potential of making something corrupt. I am happy that we as Canadians do not live like that. We trust one another. We have a sense of morality and a sense of ethics. That is what makes this kind of thing work. It is not because the legislation is so good.

Business of Supply We see dictators around the world who have no accountability. They have slaughter, bankruptcy, fraud and corruption; they have everything. What prevents these things from happening is having a government that is accountable, that has to live by the rule of law and not by whim. It is then that we get good government, and I want good government for Canadians.

Sudan This means that a Canadian company is responsible, we could say, and I do not know how anybody could deny it, for large amounts of money from oil revenues flowing to the National Islamic Front and indirectly then of course to the genocidal war machine. Some have argued that if a Canadian company does not partner with this corrupt regime in oil development then another oil company would do it anyway so it might as well be a Canadian company. I personally believe, and there are others who would definitely be of this view, that it is a pretext for moral irresponsibility.

Committees of the House The different factions within the movement could not work together and quickly fell to infighting and corruption. In the midst of all of this chaos, a group of young, reform minded Sunni Muslim students, or Taliban, arose in southern Afghanistan and in religious schools in Pakistan. They swept to power by 1996 and put in place a radical Islamic regime.

There are hundreds of examples of various acts of a criminal nature in our embassies over the last few years but when the issue is raised in the House, the minister dismisses it by saying that it is an exaggeration.
