Foreign Affairs Speaker, Canada's first line of defence against terrorism is our embassies abroad, but fraud and corruption are rampant in those embassies. There have been hundreds of known cases in the last three years. No wonder Canada has a growing reputation around the world as a bed and breakfast for terrorists.

Supply The causes of poverty are many. Causes can be attributed to a lack of governance, opportunity and corruption and other issues for which unfortunately the poor have to pay the price. I just returned from Africa where I witnessed the unfortunate tragedy of AIDS and bad governments. However, what I was trying to say in my speech against terrorism and what I was trying to say about the support which we need to give to countries that will stand with us to fight this new menace, is that many countries lack the resources to help us in fight these terrorists.

Allotted Day--Anti-Terrorism Legislation On many occasions we in our party have stood alone in calling for an end to policies that allow fronts of terrorist organizations to raise funds and claim charitable status in Canada. Some of these terrorists may have found their targets through our country. Corruption in foreign nations continues. The government must change its cover up mentality and take appropriate action. Canada's immigration policy must be effective and efficient. We should not be seen by organized criminals and terrorists as an easy haven.

Crimes Against Humanity And War Crimes Act This will be a lengthy process, because democracy cannot take root in countries where hunger is rampant and there is governmental corruption because it is so easy to be corrupt. I know many share my concern about this. Bill C-19 is also going to transform the landscape of Canadian justice in a way. In future, the courts will no longer be unable to follow up on their jurisdiction, as some felt had occurred in the Finta case.

Corruption Of Foreign Public Officials Act Does the fact that the leader of the official opposition turned down Stornoway, the official residence, for several years and then accepted it mean that there was corruption? That is the sort of question I am asking: Was there corruption? The Reform Party talks about nuclear arms in the papers, and while it condemns the United States, it appears to be in the pocket of the Americans.

Corruption Of Foreign Public Officials Act The 29 member OECD, which includes Canada, the United States, most European countries, Japan and South Korea, is the major economic policy forum for the world's most advanced industrialized democracies. It is an accepted fact that corruption distorts international trade and competition. It impedes economic development. In developing countries in particular corruption distorts public policy. It leads governments to make decisions that are not in the public interest but are in the interest of those who benefit from the bribes.

Proceeds Of Crime (Money Laundering) Act We must ensure our global partners and neighbours, not to mention our citizenry, that we are doing everything in our power to address and confront this problem. Corruption is a growing problem in Canada and most countries recognize this point. They recognize the fact that it is very diverse and takes many forms just like legitimate industries. Any effort aimed at curtailing this type of underground economy and outsourcing of money from illegal means is where we should be focusing our attention.

Criminal Code If they remain, this means that charges are not being laid and evidence is not being gathered against these 160 bandits who have committed criminal offences ranging from drug trafficking to corruption, intimidation of judges, politicians, journalists, and even murder or attempted murder. If the tools available to us at the present time, which have been criticized since 1997 by the Bloc Quebecois and by my colleague for Berthier—Montcalm, stand in the way of laying any meaningful charges against this band of criminals, that will be the fault of the Minister of Justice, no more and no less.

Corruption Of Foreign Public Officials Act Montpetit's bid to land government subsidies to set up a computer chip foundry in Vaudreuil and for his assistance in the computer translation project that benefited from $4 million from the Saskatchewan government. Fitting with the term of corruption, Cogger's defence was that he did not have a corrupt state of mind, and there was some debate over whether or not his state of mind was corrupt, touching on the whole idea of corruption.

Corruption Of Foreign Public Officials Act The whole process of presenting this bill is a perfect example of that sort of mismanagement. We can talk about corruption in many different ways and I will try to explore some of them. Obviously, we oppose corruption. We are, after all, one of the countries in the world that has a great role to play in setting an example.
