Canadian Heritage  Mr. Speaker, this government wants to rewrite the story of the sponsorship scandal and repeat the same errors committed by the Liberals by attempting, once again, to unleash its propaganda in school boards by making available to children a game called HistoriCanada. After last year's outcry against its interference, does the government not understand that its propaganda is not welcome in schools?

Canadian Heritage  Mr. Speaker, while Telefilm Canada has a serious shortage of funds for Quebec film and the Minister of Canadian Heritage refuses to support festivals, $750,000 was found for the Historica foundation to flood schools—nevertheless the responsibility of Quebec and the provinces—with a game that rewrites history.

It is important to realize that there have already been attempts by different businesses to export and market water. In each case it was not a profitable operation. Water is the future and is Quebec's and Canada's blue gold.

We spent three months taking a very careful look at the oil sands and what we saw leaves us to conclude that it is entirely possible that there are informal negotiations going on. We often hear about the water shortage in the United States.

We both sit on the Standing Committee on Natural Resources and we often have similar views on how important it is protect our natural resources and manage them well. However, I do not agree with her proposal to establish a national water policy.

Valleyfield Curling Club  Mr. Speaker, I would like to congratulate John Stewart, Jean-Marc, Denis and Raymond McSween as well as Claude Comeau, the proud representatives of Quebec at the Canadian senior men’s curling championships held in Trois-Rivières from March 18 to 25. The Valleyfield Curling Club represented Quebec magnificently and with honour at these championships.

Nuclear Energy  Mr. Speaker, the Minister of Natural Resources claims to be a strong supporter of nuclear power, which he says is “very clean”. No doubt the minister is not aware of the many warnings that have been issued concerning the potential danger of the intensive use of nuclear power to extract oil from the oil sands.

Nuclear Energy  Mr. Speaker, the Parliamentary Secretary to the Minister of Natural Resources is clearly not aware that nuclear power falls under federal jurisdiction. Is the minister aware that his position runs counter to the recommendation of the Standing Committee on Natural Resources, which stipulates that “no decision be made on using nuclear energy to extract oil ... until the repercussions of this process are fully known and understood.”

Richard Fortier  Mr. Speaker, I am extremely pleased to highlight the work and exemplary community involvement of one of my constituents, Richard Fortier. He was named 2007 man of the year by the Salaberry-de-Valleyfield chamber of commerce on April 28. Mr. Fortier was involved in the March 2007 Special Olympics in Salaberry-de-Valleyfield, and was also the honourary president of the 2007 fundraising campaign for the Fondation cardio-vasculaire.

The Environment  Mr. Speaker, the Minister of the Environment would have us believe that by setting intensity targets, he is dealing with greenhouse gas reductions in a meaningful way. Nothing could be further from the truth. Can the minister explain how he plans to reduce pollution by reducing the amount of pollution per barrel while quadrupling oil sands production between now and 2015?

The Environment  Mr. Speaker, the minister's apocalyptic study indicates that the cost of thermal electricity production will rise by 60%. That conclusion totally disregards the reality of energy production in Quebec. Is the minister using this catastrophic scenario to please the Alberta oil companies while asking Quebec to pay for other people's pollution?

I believe that in the French version, the motion reads as I said in my introduction, which is that we call for absolute targets to implement a carbon exchange. My colleague’s question gives me an opportunity to explain briefly what we mean by “intensity targets”.
