Natural Resources  Mr. Speaker, about 1,000 people in my constituency lost their jobs on Wednesday last week. After half a decade of pain in the energy sector, there was finally a glimmer of optimism when work on Keystone XL began. Canada's world-class energy industry has been attacked long enough by the government.

Economic Statement Implementation Act, 2020  Madam Speaker, I believe my hon. colleague, like me, was elected in 2019. Neither I nor he, if my memory serves correct, has seen a budget by the government, yet here we have a kind of hybrid measure, with a spattering of new programming, new spending, a massive debt ceiling authority to borrow and increases.

Economic Statement Implementation Act, 2020  Madam Speaker, I am very concerned with aspects of this bill, specifically with the debt ceiling being raised far beyond what spending projections were. I wonder if my colleague has any comments on the borrowing authority far exceeding the projected spending levels.

Broadcasting Act  Madam Speaker, that was certainly a creative way to finish it. One of the things that I have noticed in the time since I was elected is that the preamble of a bill, or the press conference to an announcement, is very different from the entire text of a bill or the action related to any announcement.

Broadcasting Act  Madam Speaker, I am just curious if the member would have any comments on the conversation around sexual exploitation and MindGeek and hosted content, which has been debated in the House as of late. There are some absolutely disgusting, quite frankly, abuses that are taking place, with children, victims of rape and assault, and their videos not being able to be scrubbed off the Internet.

Broadcasting Act  Mr. Speaker, the question posed by the member opposite is similar to the question I had hoped to finish responding to. One of the challenges I have with the bill, which has been raised by a number of my Conservative colleagues, is that it is ambiguous in what it tries to accomplish.

Broadcasting Act  Madam Speaker, I appreciate the member's comments, but I do not think there was a question there. I am no expert on media and production, but I have talked to many filmmakers. In fact, I am proud to have a filmmaker in my constituency who is creating a film production base. It is a ready-made set that people can use, whether international, domestic, local, indigenous, French, whatever may be the case.

Broadcasting Act  Madam Speaker, it is an honour to once again debate in this place, and to debate a bill that takes on a special relevance in the year that we find ourselves in. The dynamics associated with online content have expanded dramatically with the onset of the COVID-19 pandemic. We can look at the last number of decades.

Petitions  Mr. Speaker, the third petition is to ensure that safeguards are put into the deeply flawed Bill C-7.

Petitions  Mr. Speaker, I have three petitions signed by many Canadians. The first petition recognizes that Uighurs in China have been and are subject to genocide and that mechanisms in law should be used to ensure those responsible for their heinous crimes are brought to justice.

Petitions  Mr. Speaker, the second petition is related to trafficking in human organs. The petitioners want to ensure that this horrific practice is criminalized in Canada.

Criminal Code  Madam Speaker, it is a little hard to believe that it was only a few years ago that I was a staffer serving this member and others in their work as MLAs. It is certainly an honour to be able to serve in this hallowed institution now with him as colleagues. I look forward to working with him for many years to come.

Criminal Code  Madam Speaker, I will respond to the member opposite in two ways. I would encourage the member to read our constitution, if he has not had a chance, to understand the appeals process in the lower courts, higher courts and the Supreme Court. It has nothing to do with the confidence of that decision, but with the decisions made within what I assume are the hallways or back rooms of how the current government operates.

Criminal Code  Madam Speaker, when it comes to ensuring that Canadians have the opportunity to live in dignity, absolutely, yes. However, when the member talks about the need for supports and ensuring there are programs to protect the most vulnerable among us, I would simply pose this counter-question: How would that be paid for?
