Cannabis Act  Madam Speaker, I am pleased to rise to speak on the cannabis act, also known as another poorly thought out, poorly written, rushed-through piece of legislation by the government, which needs time allocation to get it through, only to go to the Senate, where it is going to be butchered and sent back for further amendments, leaving the government wondering why in the world it bothered trying to have independent senators in the first place.

I grew up in British Columbia. I lived under both Dave Barrett and Ujjal Dosanjh, and I think there was a Miller in there and Glen Clark in there as well.

House debate  Madam Speaker, I am going to plagiarize my colleague from Calgary Shepard by reading a Yiddish quote: “All is not butter that comes from a cow.” I did not imply that the Speakers are going to be partisan on this issue. It is important, though. I will go back to the words of the parliamentary budget officer that this “contains elements that will undermine the independence and non-partisanship of the PBO”.

House debate  Madam Speaker, I rise today to speak to Bill C-44, budget 2017, better known by its working title: the “how to stick it to the next generation, offloading $120 billion in debt on them to pay off in the future, oh, and at the same time pay off or look after the tsunami of seniors coming down the road, but hey, the Prime Minister has cool socks so don't worry about it” bill.

Framework on Palliative Care in Canada Act  Madam Speaker, I am proud to rise today in support of Bill C-277, which calls for the development of a framework to increase access to palliative care. I would like to personally thank the member for Sarnia—Lambton for introducing this private member's bill. Years ago, while I was living in Victoria, I had the honour of serving as the president of the Greater Victoria Eldercare Foundation, Vancouver Island's largest seniors foundation, supporting six extended care hospitals.

Presence in Gallery  Mr. Speaker, in response to my question on the Liberal mismanagement of the search and rescue aircraft, the Parliamentary Secretary to the Minister of Public Services and Procurement implied that perhaps I was involved in pyromanic criminal activity. Public Services and Procurement  Mr. Speaker, apparently the budget to purchase the new fixed-wing search and rescue aircraft jumped magically by more than $1 billion. The only problem, though, is no one thought to tell all the companies bidding on the contract about this change. Once again, because of the Liberal government's mismanagement of the project, taxpayers may now be liable for millions in damages and legal costs.

If the Minister of National Defence works so closely with the Minister of Public Services and Procurement, as he says, why can he not answer the simple question of whose decision it was to delay the process to allow BAE to add its unqualified design to the bidding process?

The single biggest source of accrual space removed in budget 2017, $2 billion, was for the combat ships. How many more billions will be removed because of the ongoing delays with this procurement, please?
