Employment  Mr. Speaker, even some Liberals can no longer stomach the corruption in the jobs fund. Today a Liberal member blew the cover on how the HRD minister broke the rules to use a cool million of other people's money to lure a business to her riding away from a higher unemployment area next door.

National Defence  Why did the bureaucrats under the direction of the Minister of National Defence ignore the gas scam and close the file on this case where corruption was staring them in the face?

Marine Conservation Areas Act  The only good thing about this bill, as in the case of so many other bills before it, is that it will hopefully help Quebecers understand that this system is corrupt and that sovereignty alone will enable them to get out of that mess.

Supply  Every single action I have seen in the House, every single example that is used by the Reform Party when it comes to aboriginal people, has been negative, has been allegations of what it perceives to be corruption, and has been divisive. If that is what the Reform Party calls liberation, I do not want any part of its liberation. I do not know about the 1969 white paper. I was 16 years old at the time and I do not know what it said.

Speech From The Throne  Except for its initiatives to ban land mines, the government has failed to address drug and small weapon smuggling, organized crime, illegal immigrants, gangs, money laundering and industrial espionage, to name only a few areas. There are infamous reports of corruption and wrongdoing in our foreign embassies. The government does only three things: first, it punishes whistleblowers; second, it covers up the wrongdoing; and third, it does nothing. The government has practically done nothing to address this serious issue.

Cape Breton Development Corporation Divestiture Authorization And Dissolution Act  This new direction represents the foundation of a new growth strategy for Atlantic Canada, a strategy that offers tax relief to the many instead of subsidies to the few. It includes new ways that are free of Liberal patronage and corruption to attract private as well as public capital to rebuild the east coast infrastructure, from ports, to airports, to short line railways, to shipyards, to highways both traditional and electronic.

First Nations Ombudsman Act  There was a coalition for democracy that fought long and hard because they did not agree with what they believed to be actions that were, in some instances, what they considered to be corrupt. They fought as a group of people, as a democracy, and they made changes democratically and got new people elected. They have a very strong band council and they are negotiating their land claims.

Nisga'A Final Agreement Act  I am afraid that this agreement paves the way for more confrontation rather than less, afraid that it does nothing to address the climate of fear and mistrust and corruption at the band level. I must therefore take my stand against this bill. In closing, I move the following amendment: That the amendment be amended by adding the following words: and that the committee make a report to this House no later than June 5, 2000.

Nisga'A Final Agreement Act  The reality is there has been a litany of broken promises from both the government and many of the native leaders. Bureaucratic red tape and corruption have made it nearly impossible for the individual grassroots aboriginal person to get ahead. During the summer of 1998 I attended a meeting of grassroots aboriginal people in Airdrie, Alberta, initiated by the Reform Party.

Organized Crime  Speaker, my question is for the Minister of Justice and Attorney General of Canada. Money laundering, corruption and other criminal activities pose a serious threat to the stability of the emerging democracy in the Soviet Union and contribute to organized criminal activities in Canada. In light of the recent G-8 meeting in Russia, would the minister explain to the House what steps the government is taking to control the activities of multinational criminal organizations?

Nisga'A Final Agreement Act  They had a checklist of who the band manager and chiefs were. When they got booted out of one place for corruption they would go to the next one. They lived off that system. Those are the types of sick people who want to perpetuate the system. There are far too many of them still active and influential on the government today.

Canada Elections Act  If one wants to donate to a political party, whether one's name is Gerry Schwartz or some other name it becomes a matter of public record. This is one of the key elements of our electoral law that prevents corruption in our system. Someone may want to try to influence me by making a donation to my party or to my campaign. However, if it has to be public there is a record. The opposition can obtain that record and raise the issue in the House.

Canada Elections Act  It is nothing less than dictatorship, worse than even the military government in Pakistan. Let alone scandals, it is enough to call this government corrupt. It is a crime in broad daylight. The government must amend Bill C-2 and restore democracy in Canada. If this bill goes through in its present form Canadian voters should refuse to vote Liberal in the next election.

Speech From The Throne  The government could have acted through the Criminal Code, it could have taken action against organized crime, which is corrupting our young people and our economic institutions, both in Quebec and across the country, which is going after farmers, and which has even targeted my colleague from Saint-Hyacinthe—Bagot.
