Supply  I ask the member how he can get up in this House and talk about fiscal responsibility when his soulmate in Saskatchewan, Grant Devine, leader of the most corrupt government in the history of this country, was the biggest spender we have ever seen in terms of driving up the debt and deficit and burdening the people for generations to come. That is sheer hypocrisy.

Administrative Tribunals (Remedial And Disciplinary Measures) Act  That job should be given to competent, trained people who know how to make the proper decisions rather than to friends of the government. Political agencies have corrupted the day to day duties of the agencies. When I say corrupt I am not talking about illegalities but the whole concept of agencies as an expression of the public will by people who are competent and able to do so has been totally corrupted by the fact that they are seen as a place to reward friends and family.

Aboriginal Affairs  This group has found no conflict of interest guidelines, accountability requirements and no means to deal with corrupt officials. This week in the Vancouver Sun a group of aboriginal women spoke out against the department's policy of transferring the administration of social programs as preliminary steps to self-government.

Supply  Had it not been for our election system and the Canada Elections Act, those who reported these alleged offences under the act would never have openly talked, the Minister of Human Resources Development would never have been informed, and no police investigation would ever have taken place. Just look at countries that are known for being corrupt. Their citizens, whether they are company officials or ordinary individuals, do not dare inform authorities of any alleged corruption, because they know their system condones and covers up such acts.

Government Grants  My question for the Prime Minister is, besides calling in the RCMP, what is he going to do to remove the clouds of corruption that are surrounding his government?

Canadian Wheat Board Act  However, there has been a suggestion that the farmers who will sit as members of the board of directors for the Canadian Wheat Board will for some reason be corrupt and that this wheat board legislation will protect corrupt farmers. That was the suggestion from the Reform Party. As they go around their constituencies making representations about the Canadian Wheat Board, they will suggest that the legislation allows inappropriate activity to go unharnessed and unabated.

Income Tax Amendments Act, 1998  They look at people like Mobutu in Zaire. They gave money to this person who is well known for bad government, for corruption and bad policies. They help to fund weaponry and genocide and all the rest of these things. Liberals love giving money overseas. I do not know by what logic they do that when they have taxpayers at home who are crying for tax cuts and crying for services they have been cutting back for years.

Foreign Publishers Advertising Services Act  They have a worse record than Brian Mulroney on this by two years. I guess absolute power corrupts absolutely. When we get a majority government like this it feels that it can do whatever it wants, whenever it wants. It is a sad commentary on what we call a democracy. We who came here from the west thought we would go down to Ottawa and speak on behalf of our constituents and talk about the issues that are near and dear to them.

Foreign Publishers Advertising Services Act  I have discovered that if one sees any movies that are newer than about the last 20 years they will probably tend to corrupt one's morals. It was about a small country that had interminable financial difficulties. In order to solve this problem, the prime minister or the president of this small country decided to declare war on the United States on the thinking that after it had lost the war, which undoubtedly it would, then the United States would, in its true fashion, pour millions and millions of dollars into the country to rebuild it which would restore its economy.

Division No. 319  At this time in history and the restoration of native communities is this legislation premature, opening the door to corruption and greater abuses on reserves? What mechanism of accountability will exist? I strongly urge the Members of Parliament to table this proposed piece of legislation, call for further public consultation from all sides of the issue with well informed input from the ones who will be affected.

Employment  It is a remarkable misuse of public money for political purposes and there is a remarkable whiff of corruption hanging over it. When will the minister get out of denial, do his job and clean up this mess?

Citizenship Of Canada Act  Surrounding this court of citizenship, Canadians know what it is like. Canadians see it as a massive corruptive unit. Let us hope that this changes for good. What steps will we look back at to see how we brought hardworking people to this country who contributed greatly to this country? Today when I know of people I have assisted coming in 35 years ago and I try to get some of their family in, I get such reports as “Don't bother going to your MP.

Foreign Publishers Advertising Services Act  Just a short time ago I remember seeing a news item on television where she was taking a swim in a polluted part of Lake Ontario. It had been approved safe to swim there. Obviously it was not cleaned up enough and corrupted her thinking in terms of sensible legislation. I do not know why her cabinet colleagues continue to humour her this much, to allow her to introduce this type of legislation, especially when we consider her history.

United Nations Universal Declaration Of Human Rights  For all of the reasons I have mentioned: providing jobs, assisting in democratic institutions and building and reforming corrupt legal systems, Canada should not choose the path of isolation. Even though cutting countries off would be a strong symbolic statement, I do not think it is the best way to help those people who desperately need our assistance.

Tax On Financial Transactions  There were some very bad investments by the banks, a lot of cronyism in the banking system and a lot of corruption in the banking system. So foreign investors in Thailand perhaps could see this coming and decided to relocate their capital. I think the causal chain of events is important here and we should not be just looking at speculative movements.
