Access To Information Act  moved for leave to introduce Bill C-494, an act to amend the Access to Information Act. Mr. Speaker, it is my pleasure to rise today to introduce this bill. It effectively includes Nav Canada under the Access to Information Act because information is no longer available to critics, ministers and airport managers regarding safety with respect to the air navigation system in Canada.

Transport  Mr. Speaker, my question is for the Minister of Transport. When the Digby wharf in Nova Scotia was divested, the Department of Transport gave a cheque for more than $3 million to the Maritime Harbour Society, a non-profit society. Within days it appears that $1 million was transferred out to a private corporation and then another $300,000 a few months later.

Parliament Of Canada Act  Madam Speaker, I was one of the members who ran in 1993 and was defeated in 1993. We have heard a lot about what happened at that time. It was a split vote from the right. The vote I achieved in 1988 which put me in office was split in 1993. A big argument that was used to take the votes away from me was that the Reformers would not allow the pension plan to stay in place, that they would not participate in the pension plan.

I reflected on some words the minister used in a committee meeting that afternoon which put into question the future of the airports in New Brunswick, Saint John airport, Fredericton airport and Moncton airport.

Revenue Canada  Mr. Speaker, I have a question for the government House leader, and I appreciate his undertaking to address this situation. I sent over a copy of the formal demand for payment by Revenue Canada. This is an alarming situation in which somebody's RRSP can be deregistered, which means that money will be taxable and he will owe more money.

Revenue Canada  Mr. Speaker, my question is for the Minister of National Revenue. A constituent owes Revenue Canada some money as a result of a reassessment. Although he has asked for an accounting, he has not received it. In the meantime, Revenue Canada has made a formal demand of his investment firm to deregister his RRSP and send his pension funds to Revenue Canada.

Labelling Of Genetically Modified Foods  Madam Speaker, I am pleased to debate genetically modified foods. I was a General Motors dealer for years in the car business and every time I hear GM foods I wonder if General Motors would like it to be changed. We are here to talk about genetically modified foods. It is a subject that makes most people nervous.

Airline Industry  Mr. Speaker, the possibility of an Air Canada pilot strike is growing more likely every day. In fact, next week the pilots will be in a position to go on strike. Now that Air Canada has 80% of the aviation industry, a strike would be totally devastating. What action is the government taking to address this situation and to be prepared for a potential strike?

Airline Industry  Mr. Speaker, we know that the government got caught off guard with the airline merger situation. Then last year it got caught off guard with the native lobster fishery, even though there was lots of notice. There is now a clear potential for a strike in Canada. Is the government prepared to call back the House in the event of a strike or is it prepared to make us sit extended hours to address the situation if there is a strike?

Supply  Mr. Speaker, I am not sure I heard the last sentence. I think the member said I should stand and say that he is foolish. Is that what he said? It sounded something like that. Certainly that was nothing less than what we should expect from the chairman of the committee who I certainly acknowledge ran a very tight committee in which we did a lot of good work.

Supply  Mr. Speaker, I want to ask the member's opinion on something to emphasize my position that the policy of the government is inconsistent and does not make any sense. In the government's transport projections for spending next year under contributions to provinces toward highway improvements, it says that under the Outaouais development agreement it gets $4.7 million, whereas the province of Nova Scotia gets $1.8 million.

Supply  Yes, there are some good highways in Nova Scotia, but there are also some bad ones. It is interesting that he missed those highways. He missed the 101 where in the last few years 50 young people have been killed because there is no federal-provincial agreement to upgrade that highway.

Supply  Mr. Speaker, our point with this motion today is not actually on specific issues but on the concept, approach and inconsistency of the transport policies and unco-ordinated approaches. I am sure the hon. member does not have the 1999-2000 estimates at his fingertips, but I will read a couple of numbers for him and ask him to comment on them.
