Business of Supply  Madam Speaker, I appreciate the member opposite's optimism. With the optimism and the language she has used, saying that the Liberals are in fact ready, would she then not agree it is time to share with Canadians their plan, so we can see exactly the work that she says has been done and so Canadians can trust that the government has a plan and their best interest in mind when the roll out of these vaccines does come?

Business of Supply  Madam Speaker, I find it rich that the member would talk about misinformation when all that today's motion is about is simply asking a simple question that is common sense: What is the plan to ensure that all Canadians understand what their government is doing to ensure that they have access to these vaccines when they are available?

Criminal Code  Madam Speaker, I would simply say this: We are debating a bill that dramatically changes the framework for Canada's medical assistance in dying legislation. This bill was introduced prior to Parliament being prorogued and it is being rushed through. We have heard time and time again from experts.

Criminal Code  Madam Speaker, I have heard from many constituents on this matter, quite frankly, from all sides of the debate saying two things. The first is that there is a tremendous amount of concern with the bill as it was presented and as it has been presented to this House. The second is that a lot of the very reasonable amendments put forward in committee were not adopted.

Criminal Code  Madam Speaker, I would be happy to comment. Let me first note it is certainly interesting to do a speech one day and then answer questions the next, but it does not diminish the importance of this issue. The ability to possibly access same-day death is certainly a great concern I have and that I have heard from many of my constituents about.

Criminal Code  Madam Speaker, it is an honour to enter into the debate on what is such an important issue. I attempted to enter into debate on Friday but due to some technical difficulties and the challenges that we all face regarding COVID, I was not able to. Therefore, I am pleased to be able to join the report stage debate on Bill C-7.

Public Safety  Madam Speaker, rural crime is a huge issue in my riding. There was a bank robbery in Czar, police impersonators on Highway 41 and even a store in Amisk, owned by the mayor, was driven into and burglarized. These are just a few examples. Things were bad before COVID-19 and it has only gotten worse since.

Canadian Net-Zero Emissions Accountability Act  Mr. Speaker, I appreciate the fact that the member talked about certainty. Over the last half decade, the Canadian industry has had everything but that. Implicitly, the member, time and time again throughout his speech, talked about the need for certainty, the need to have plans, targets and whatnot.

Canadian Net-Zero Emissions Accountability Act  Madam Speaker, listening to both the hon. member's speech and the speeches of some of her colleagues, the way they talk about our energy industry is troubling. I am proud to represent a region of this country that has world-class energy producers. Those hard-working women and men have contributed greatly to Canada's economy.

Digital Charter Implementation Act, 2020  Mr. Speaker, I appreciate the opportunity to ask my colleague a question regarding the interplay of public and private data in agricultural circumstances. One of the challenges that I see with this bill is the disparity that exists between urban and rural Canada. I would be curious to know if my friend has considered aspects of the bill, specifically in regard to the private and public data that is used in modern agriculture for small and medium-sized enterprises associated with the developing industry of our egg producers.

Digital Charter Implementation Act, 2020  Mr. Speaker, one concern that has been highlighted by a number of other colleagues in this place is the fact that the bill may have the unintended consequence of creating an unlevel playing field for small and medium-sized enterprises, versus the big players. The big players have teams of lawyers and departments to deal with this sort of thing, as opposed to the small and medium-sized enterprises that are going to have to grapple with the consequences of this sort of legislation.

Digital Charter Implementation Act, 2020  Mr. Speaker, one of the concerns I have, being from a large rural constituency, is the interplay of this bill and the effect it may have on rural Canada, specifically small and medium-sized enterprises within rural and remote parts of Canada. I am wondering if the member would have comments on that.

Digital Charter Implementation Act, 2020  Madam Speaker, I can always count on my Bloc colleagues to explore the relationship between the federal government and the provincial governments. I am wondering if the member has any comments on concerns he might have regarding the bill and provincial jurisdiction.

Digital Charter Implementation Act, 2020  Madam Speaker, my hon. friend mentioned the dynamics of rural Canada and the challenges it faces with access to something as simple as the Internet. These increase the challenges of small and medium-sized enterprises, whether it is a farmer trying to access the most up-to-date equipment for their farm operation and the increasing data requirements surrounding that, the local insurance companies the member mentioned, or the many other small and medium-sized businesses that exist across rural Canada.
