Standing Committee on Public Safety and National Security  Madam Speaker, I hate to interrupt my friend in full rhetorical flight, but he keeps referring to cases of child murderers at the time of the Harper government. This is germane to the current debate because after I asked him to table such cases, a minister stood and tabled documents that would have implied to many people watching this debate at home that those documents were in fact the cases I had asked him to table.

Standing Committee on Public Safety and National Security  Madam Speaker, I am sorry to inform the member for Guelph that some politics happen in this chamber. I get a kick out of the fact that whenever we say something that is uncomfortable for the Liberals, we are being partisan. That is indeed our role. The member wants to speak not on the budget, but on the 850-page budget implementation act that his party screamed about if we ever had budget bills that big.

Standing Committee on Public Safety and National Security  Madam Speaker, I do consider my colleague across the way a friend, and I will believe him in this circumstance if he tables any name or case where someone convicted of first or second degree murder was transferred to a healing lodge. I do not think there are such names. If there are, I will stand corrected.

Standing Committee on Public Safety and National Security  Madam Speaker, it is a pleasure for me to join my friend, the hon. MP for Charlesbourg—Haute-Saint-Charles, in this important debate with respect to Bill C-83 and sentencing in Canada. It concerns me that the government, like on many things, has a communications plan rather than a plan to actually lead, and this is an example.

War Amps  Madam Speaker, next week is remembrance week, and this year we mark 100 years since the end of the First World War. As a veteran, I also want to recognize groups that have been helping our veterans. I thank the War Amps for their 100 years, this year, of supporting our veterans.

Budget Implementation Act, 2018, No. 2  Madam Speaker, some members come to the House of Commons and bring tremendous experience. Some do not bring experience, but bring a lot of levity. That is why I love the comments from my friend, the member from the Toronto Island airport, who spoke earlier today about coal-fired plants.

Budget Implementation Act, 2018, No. 2  Mr. Speaker, I would like to thank my friend, the MP for Victoria. We are the class of 2012 and were elected in the month of November back then. He has become a very good friend since. He spoke about priorities, and it reminded me of what a former Liberal leader said in a famous leadership debate: “Do you think it's easy to make priorities?”

Budget Implementation Act, 2018, No. 2  Mr. Speaker, I would like to thank the parliamentary secretary for providing me with an opportunity to talk about how proper budgeting and planning for the future happened. What was remarkable about the Conservative government was that despite the fact there was a global recession, the worst since the 1930s, Stephen Harper did not want to raise taxes.

Budget Implementation Act, 2018, No. 2  Mr. Speaker, it is always a pleasure to follow the dean of our caucus, the longest-serving member for Calgary Forest Lawn, who has been outraged on a few occasions by Liberal mismanagement of the economy. That is what I am going to spend a few minutes on in my remarks today on Bill C-86, the budget implementation act.

Ethics  Mr. Speaker, Vice-Admiral Mark Norman's legal team is worried about his constitutional rights to a fair trial. Multiple Liberal ministers have conflict of interest. They hired away the one journalist writing stories about it. The Prime Minister's Office is refusing to reveal cabinet documents needed for this trial.

Ethics  Mr. Speaker, the member was first elected when I was one year old, and it is sad that I have to remind him the our mandate is from the Canadian people. Vice-Admiral Mark Norman is facing criminal charges for breach of trust, a trust that the Privy Council has said that 73 people knew the contents of that meeting.

Budget Implementation Act, 2018 No. 2  Madam Speaker, I share the member's interest in pay equity. However, I would ask him to comment on the very unusual fact that the budget implementation bill contains a whole range of provisions unrelated to the budget in what the Liberals used to relish calling an omnibus bill. In fact, the deputy House leader of the Liberal Party used to call these types of bills an assault on democracy.

Committees of the House  Mr. Speaker, that is a surprise question, but fortunately, I am prepared to respond to it. The member for Etobicoke Centre announced just a week ago that he is not running again, after so many delicious baked goods in Toronto funded his legal fund to challenge the results of the 2011 election, where he had problems with vouching, something the Liberals are bringing back, making it easier for voter fraud and manipulation to take place.

Committees of the House  Thank you very much, Mr. Speaker. I am not surprised to see another Liberal member questioning a decision of the Chair. We saw that last night as well, Mr. Speaker, on an adjournment. I would remind the member of the order of council appointment of Stéphane Dion. I know that the member for St.
