Act to Provide for the Continuation and Resumption of Rail Service Operations  Mr. Speaker, why is there improvisation? The government appears to be improvising when it comes to labour relations. One would expect labour policy would be rational and systematic and would say how we are going to approach strikes by major corporations in this country. We would have a schedule of major corporations whose employees were not allowed to strike, and there would be an alternative model of arbitration to deal with those situations.

Questions Passed as Orders for Returns  With regard to government employment levels: (a) what is the current total number of federal employees in each Census Metropolitan Area; and (b) what is the total number of anticipated job reductions in each Census Metropolitan Area for fiscal year (i) 2012-2013, (ii) 2013-2014, (iii) 2014-2015?

Public Safety  Mr. Speaker, now that unrestricted long guns are no longer covered by the Criminal Code, it is a question of ownership and retailing, which is an area of provincial jurisdiction. Why is the minister interfering in an area of provincial jurisdiction by trying to stop the provinces from requiring retailers to keep a list of their sales of unrestricted weapons?

Palliative Care  Mr. Speaker, last week was National Hospice Palliative Care Week. Across the country, events focused on raising awareness about palliative care, an issue that deeply affects all Canadians. Palliative care is too often and wrongly considered incidental rather than an integral part of our health care system.

Environmental Sensitivities  Mr. Speaker,I rise today to draw the attention of the House to environmental sensitivities, a health issue that affects the quality of life of over a million Canadians. Environmental sensitivities occur when individuals become sensitive to chemicals and other substances in the air that are commonly tolerated, resulting in a multitude of often severe symptoms that can be devastating to those affected.

Jobs, Growth and Long-term Prosperity Act  Madam Speaker, I completely agree with my colleague. Yes, we need to invest in applied research, but pure research—theoretical research—is what moves our society forward in the long term. It is that kind of research that incites the world's top researchers to come and work at our universities here in Canada.

Jobs, Growth and Long-term Prosperity Act  Madam Speaker, I know my colleague has been working extremely hard and diligently on developing a policy that would properly protect Canadians in retirement. Many constituents in my riding worked for Nortel. Also some work for Air Canada. The message I get from them all the time is that they are worried.

Jobs, Growth and Long-term Prosperity Act  Madam Speaker, this is an important program that the government should neither neglect nor eliminate. Our society and our economy are extremely complex. If we want progress, we need sound policies, policies based on research and data collection, so that we have a better understanding of the reality we are dealing with.

Jobs, Growth and Long-term Prosperity Act  Madam Speaker, today I will not address the budget's assault on environmental protection, including water monitoring; the weakening of food inspection; the government's puzzling decision, in light of its professed monopoly on loyalty to our military, to reduce the number of medical professionals involved in suicide prevention and PTSD monitoring; and its targeting of the CBC, a vehicle for holding all governments, regardless of political stripe, to account through world-class reporting and for facilitating homegrown cultural expression that reflects and strengthens Canadian values and identity.

The Budget  Mr. Speaker, in response to the massive cuts ordered by this “hands-off”, “fend for yourself” and “good luck with that” government, the Canadian Food Inspection Agency is preparing to put the onus for food labelling inspections on consumers themselves. What will the government tell the mother of a celiac child when she contacts the CFIA's website to say that her child is sick because the gluten in his or her yogourt or ice cream was not properly labelled?

Business of Supply  Mr. Speaker, the hon. member asks why we cannot have a debate in the House, but it seems that every time we try to have a debate, the government imposes closure, but I digress. The member also talked about concrete budget measures to protect our environment. I recall one so-called concrete budget measure, two Conservative budgets ago.

Groundwater Contamination  Mr. Speaker, I am pleased to stand in the House this morning to debate this issue. I have been paying close attention to this issue for some time now for two reasons. First, as you know, since coming to Parliament, I have been trying to raise the profile of water quality issues in Canada.

Groundwater Contamination  Thank you. I will list the reasons why we support this motion. First, we stand by those who do not have access to drinking water, or at least to clean, uncontaminated water, in Canada and abroad. We stand by those, including first nations people, who have to deal with substandard drinking water, which can be hazardous to their health.

Public Transit  Mr. Speaker, public transit is key to alleviating urban congestion, the negative effects of air pollution on human health and the climate-altering impacts of greenhouse gas emissions. There is perhaps no place in Canada with a greater need for improved public transit than the West Island of Montreal.

Protecting Canada's Immigration System Act  Mr. Speaker, I have one simple question for the hon. member. She and others on the other side have said that refugee claimants are queue jumpers. I am not sure I understand. It is my understanding that someone who arrives and is accepted as a refugee does not make it more difficult for a regular stream immigration applicant.
