The Environment  Mr. Speaker, first, I would like to put on the record that I vehemently and strongly disagree with Preston Manning's take on the carbon tax. He is wrong. It is not a policy instrument that works. I do not care if he is Conservative. There is no data to show that carbon is price elastic in Canada to the point where a $40 tonne will change behaviour and allow the economy to grow.

The Environment  Mr. Speaker, for those who are watching, today we are talking about how to ostensibly address the issue of climate change. At least that is what the Liberal government would have people watching believe. Unfortunately, the motion before the House of Commons that we are debating today does not talk about the economy and has absolutely no action in it whatsoever.

The Environment  Mr. Speaker, on a point of order. I would like to direct your attention to page 568 of Bosc and Gagnon, which outlines the rule of anticipation, or the same-question rule. I would like to argue that the motion we are currently debating is out of order, pursuant to the vote that was just undertaken on the NDP supply motion.

Immigration, Refugees and Citizenship  Madam Speaker, the problem for the member opposite is that it is not just a little bump. The auditors general themselves have said that this was the highest number in history. In fact, we are close to I think 47,000 people illegally entering Canada from the United States and then claiming asylum.

Immigration, Refugees and Citizenship  Madame Speaker, we are in the dying days of this Parliament. We have talked a lot about immigration policy and the Liberal government's allowing the abuse of Canada's asylum system. That is really the core of Canada's immigration system. I am going to ask a question of my colleague opposite who ends up answering all the questions at this time of day.

Business of Supply  Mr. Speaker, the Liberals have Captain Planet costumes, money for Loblaws for refrigerators, $1.80-a-litre gas prices and lobbyists with steak dinners who invent programs that have green in them just to get corporate welfare. The Liberals are not reducing greenhouse gas emissions.

Business of Supply  Mr. Speaker, very specifically, I believe it is around page 35 of the 2014 emission trends report. My hon. colleague can flip through that and see, to completely counteract her claim, that the only time in Canadian history that emissions decreased while the economy grew was under a Conservative government.

Business of Supply  Mr. Speaker, I will be splitting my time with the hon. member for Abbotsford. Mercifully, we are in the dying days of the Liberal government, praise the Lord. The Prime Minister now is waking up every morning and seeing the same polling data that we are. He knows Canadians are fed up with his government and, more important, fed up with the scandal we see day after day with the government.

Petitions  Mr. Speaker, the residents of my community are tired of their jobs being called “dirty” and they are tired of the punitive policies of the current government, like Bill C-69, the tanker ban, which are designed to shut down the energy sector and prevent people from working. Therefore, I am pleased to present a petition today on behalf of the residents of my community who are asking the government to review the equalization formula and also issue a report to Canadians on the fairness, effectiveness and outcomes of the equalization program, given the government's extremely punitive policies toward the energy sector.

Petitions  Madam Speaker, I am pleased to present a petition from many people across the country who call on the government to immediately cancel Bill C-69 and launch a study into the economic impact of equalization, including an examination of the formula. The petitioners are really tired of the government telling them that they cannot work and that their jobs are dirty.

Justice  Madam Speaker, our former Conservative government made the decision to retrofit a ship in order to get much-needed equipment to our navy. Then leaked documents show that the Liberals tried to stop this after a company that is friendly to the party was cheesed off that they did not get the contract.

Criminal Code  Mr. Speaker, first, I want to give credit to the many advocacy groups that have paved the way for this bill, such as Animal Justice and the Canadian Federation of Humane Societies. Also, I want to give a shout-out to my legislative manager, Bari Miller, who is a militant vegan who always pushes animal rights on me.

Criminal Code  Mr. Speaker, frankly, this is a bill that the government should have dealt with on the front end of this Parliament. There has been a lot of bipartisan support for this bill. I am just really disappointed that the government had to invoke time allocation, when I think there has been discussion among all parties with a view to having this bill pass expeditiously.

Immigration, Refugees and Citizenship  Mr. Speaker, earlier in question period, the Prime Minister tried to blame his illegal border crossing crisis on Stephen Harper. In 2015, there were 10,000 pending cases at the Immigration and Refugee Board, up from a peak left under the previous Liberal government. Today, according to the Auditor General's report, there are 71,000 cases, with another 50,000 on the way.

Petitions  Mr. Speaker, I am pleased to present a petition today on behalf of members of my community who are very frustrated with the government's punitive policies toward the energy sector with Bill C-69, the tanker ban, the carbon tax, the political vetoing of major energy infrastructure projects and the delay on the Trans Mountain pipeline.
