National Horse of Canada Act  The member for Scarborough Centre, who is of Greek descent, brought forward a bill pertaining to respect for the national flag. It was very appropriate in his case because, if we remember, Greece is the cradle of civilization and of freedoms, and I like to think of the member for Scarborough Centre as the man of culture who brought forward a bill pertaining to the symbols of Canada.

It is ironic that neither the Palestinians nor the Israelis had a vote in the vote that created these two states, which has created the problem. It is a day when Canadians of Hellenic descent will be celebrating the anniversary of the liberation of their former homeland from 400 years of occupation by the Ottoman Empire. In 1821 the Hellenes revolted against their oppressors and embarked on their successful war of independence.

I admire the member opposite very much, but I am sorry, what he is proposing is government by demagoguery. I think we have advanced beyond that.

Armenia  Many parliaments have recognized this genocide, including the parliaments of Russia, Bulgaria, Cyprus, Greece, Lebanon, Belgium, Argentina, Uruguay and Australia. The European parliament and the UN Commission on Human Rights have also recognized it. More recently, on January 18, 2001, it was France's turn.

Supply  I know members do not want to hear it but if we talk about military spending in actual dollars Turkey spends $7.7 billion and Greece spends $3.3 billion. Luxembourg spends $90 million, as members have said. These are the barometers we are using. Let us compare GDP, which is always nice if there is nothing else to compare to when looking for something to find fault with.

France, Israel, Lebanon, Russia, Bulgaria, Greece, Belgium and Cyprus have recognized it. In South America, Uruguay and Argentina have also recognized it. On June 18, 1987, the European parliament, in accordance with the guideline of the UN human rights commission issued two years previously, also recognized the Armenian genocide.

Canada Business Corporations Act  Red tape chokes the living daylights out of the private sector. It is easier for people to trade between Athens, Greece and London, England than it is to trade between Halifax and Victoria. Members should think about that. That is absolutely absurd. Why is it easier for a business person in Europe to have trade facilitated between two cities in Europe, which are separated by a considerable amount of space, than it is within our own country?

Supply  Since 1957, since the Treaty of Rome, they have been building Europe, and the standard of living has increased. Even the small countries that were having difficulties, such as Portugal or Greece, can become partners in this great body. People's wealth has increased, not just that of multinational or transnational companies. Can they understand that on the other side? We cannot be closed and not demand that members of parliament have a role.

Species At Risk Act  Many great thinkers have expounded on the importance of private property and its relationship with liberty and justice. Even the great philosopher Aristotle mentioned it in his works in ancient Greece. The great orator of Roman times, Cicero, is actually responsible for the word property being transferred down to us today. One only has to think of John Locke and his “Two Treatises of Government” and his important discussion of private property rights there, or John Stuart Mill, or even the great American philosophers in the American revolution.

Marine Liability Act  There are various oil spillages. Liabilities have resulted all around the world, in Europe, in Canada and in Greece. The act will consolidate and make shipowners responsible. It will take away the fact that in the fine print on tickets and so on they can exempt themselves from looking after their liabilities to Canadians.
