Executive Salaries  Right now we are more or less talking about the principle of disclosure. As politicians we are continually reminded of the notion that absolute power corrupts absolutely. I am not trying to imply that senior executives are morally corrupt or have ethics that are worse than any other person. I do not think they are any more greedy than anyone else, but I do think that because of their influence and power they may be in a better position to act upon the greed they may possess.

Criminal Code  In 1995, 984 parolees were charged, including 165 violent offences such as 15 murders, 22 sexual assaults and 71 armed robberies by those people who were in the justice system. The Liberal government lets them out to corrupt and offend in our communities. It was just as bad in 1994-95. There were 1,097 parolees charged. That is 10 per cent of them, including 256 violent offenders who again committed murder, sexual assault and armed robbery.

Is my colleague opposite suggesting that the previous government was so corrupt, and it would be corruption, that it actually could politicize CSIS and do what he said? Criminal Code  While it appears true that, in certain countries, the laws on child prostitution are not being applied as fully as they ought, we must not rule out poverty based corruption as an explanation. It is in no way a matter of different sexual morals. Our society does not tolerate the purchase of sexual services from children, whether at home or abroad. Our society does not tolerate the kidnapping of children, who are mistreated in order to provide thrills for certain adults.

Supply  The upper House, the Senate, is supposed to represent the regions or the provinces based on the principle of Canada being a federation of 10 equal provinces. Unfortunately Canada's federation of equal provinces was corrupted from the start by giving the Prime Minister the power to appoint senators instead of letting voters in each province elect them. There have been 16 Senate seats vacated since the election in October 1993.

Since the time of Confederation the political machine in Canada has been rife with corruption and the harbour of patronage. The latest Liberal instalment is yet another chapter in the patronage book. This morning the Commissioner of Official Languages said that the Clerk of the Privy Council approved for him and he is still receiving today a $15,000 tax free apartment in Ottawa and a tax free chauffeur driven limo ride from Montreal to Ottawa every week.

Taxation  Mr. Speaker, the innuendo of corruption that tarnished the reputation of the previous government is setting in on this government. Yesterday the auditor general said that the tax ruling which provided hundreds of millions of dollars of tax relief for one family was kept confidential while the exact opposite opinion was issued by the Department of Revenue denying the same tax relief to all other Canadians.

Energy Price Commission Act  They thus stockpile their products. These shortages can lead to quota problems, waiting lines and corruption, as we saw in some countries in South America and Asia. On the other hand, the setting of a ceiling price by the commission could also result in an economic slowdown for oil producers in western Canada.

Criminal Code  For anyone who is convicted for the second time of a violent offence, that criminal shall be sentenced to life imprisonment. For those who wish to rape, maim, conspire, corrupt and commit all manner of violent acts, this private member's initiative is bad news to them. For victims and their families this bill represents a return to the principles of fundamental justice.
