Young Offenders Act  The attempts by the social engineers over the last 20 years to create a dual animal of some sort within the justice system has created a sieve. It has corrupted the justice system to the point where the rights of the criminal supersede the rights of the victim, where there is absurdly light sentencing, out of touch judges, easy parole, deportation orders that are an utter joke, and an absolutely ludicrous belief that murderers should not have to serve their full life sentence.

Agriculture And Agri-Food Administrative Monetary Penalties Act  If we are to allow people who break the regulations, break the law, to be able to negotiate with public servants about whether or not they will be fined for doing so opens a whole situation for bribery, corruption and puts the whole regulatory process into question. I wanted the member to comment on another point. She said small fines for small offences. Last year a I saw bill passed in the House that required a book publisher to send two books to the national library.

Government Organization Act (Federal Agencies)  Let us talk about new vision. We had an admittance yesterday that the Liberals have practised "corrupt patronage". That is a quote in Hansard and came from a Liberal member by the way. I believe it was the member for Burin-St. George's. I would agree with that. You only have to look at some of the patronage appointments.

Government Organization Act (Federal Agencies)  As far as the second part of his question is concerned I say to my friend from Kitchener that I think I alluded to that in my speech when I said that both Liberal and Conservative governments over the past have been guilty of what I described-what I defined first but then described in the context-as corrupt patronage, where you appoint people of a particular party label for that reason alone, not because of their competence to do the job. A party label ought not to be the reason for the appointment, but it should not exclude one from receiving such an appointment.

I would like to know if he has a list of the political appointments made by the Parizeau government and a list of the Quebec senior government officials who have been dismissed when Parizeau was elected.

Canada Grain Act  Very little overage or a shortage can increase their profit margins and it is all coming out of the pockets of farmers. It will open the door to more corruption and more lost revenue for farmers. If we want a bill that is fair to everyone, it should be on a basis where primary and processing elevators are treated exactly the same. My colleague touched on another item I do not like.

Supply  They subsequently voted in 205 rookies to the 35th Parliament. My speech is to the rookies. My message: Let us not let the veterans corrupt us. When the voters fired the former frontbenchers, former backbenchers and former prime ministers, they took away their power but for most not their paycheques. We will be paying them for the rest of their lives millions of dollars.

Pearson International Airport Agreements Act  It promotes the proliferation of lobbyists and infiltration by financial interests, while opening the door to the corruption of politicians in Canada and Quebec. Nothing less. A great majority of Quebecers do not want the Senate and I hope that this House clearly understands this desire. A major theme of the government's red book, the Liberal Party's veritable manifesto in the last federal election campaign, of which they remind this House, is to question the disproportionate and decisive behind-the-scenes influence of lobbies on government policies.

Supply  Rod Stamler, a former assistant commissioner of the RCMP has indicated clearly, not only in Paul Palango's book Above the Law , but in open line radio programs across the country that the RCMP was politicized by the Mulroney government and that it was denied a free hand in the investigation of political and other corruption in Canada. When we look for evidence of this very serious allegation we see several disturbing incidents. We see the accusation of Shelly Ann Clark about deception and deceit in the Canada-U.S. free trade deal and her continuous complaint that her concerns were never fully investigated by the RCMP.

Justice  Why has so little been done by the minister and his staff over the last 10 months? Why are charges of corruption and dishonesty on the part of the investigating officers not regarded as serious by the minister? Why have officers involved in this case not been suspended pending an outcome of the investigation?
