I think we should give ourselves the means to oversee contracting-out. This means that the government must clearly state its policies in that regard and explain how it plans to implement them.

Pearson International Airport Agreements Act  It promotes the proliferation of lobbyists and infiltration by financial interests, while opening the door to the corruption of politicians in Canada and Quebec. Nothing less. A great majority of Quebecers do not want the Senate and I hope that this House clearly understands this desire. A major theme of the government's red book, the Liberal Party's veritable manifesto in the last federal election campaign, of which they remind this House, is to question the disproportionate and decisive behind-the-scenes influence of lobbies on government policies.

Supply  Rod Stamler, a former assistant commissioner of the RCMP has indicated clearly, not only in Paul Palango's book Above the Law , but in open line radio programs across the country that the RCMP was politicized by the Mulroney government and that it was denied a free hand in the investigation of political and other corruption in Canada. When we look for evidence of this very serious allegation we see several disturbing incidents. We see the accusation of Shelly Ann Clark about deception and deceit in the Canada-U.S. free trade deal and her continuous complaint that her concerns were never fully investigated by the RCMP.

Justice  Why has so little been done by the minister and his staff over the last 10 months? Why are charges of corruption and dishonesty on the part of the investigating officers not regarded as serious by the minister? Why have officers involved in this case not been suspended pending an outcome of the investigation?

I am not suggesting for a moment that the system is fraught with corruption, that it is all broken down. Excise Tax Act  Sam Gibbons, who took over as chairman of the House Ways and Means committee when Dan Rostenkowski was hit with 17 corruption counts, has proposed a 45 cent U.S. increase, raising the total price to $1.69 U.S. a pack. President Bill Clinton suggested 75 cents U.S. while Senator Edward Kennedy, who chairs the Senate Labour and Human Resources Committee, wants a $1.50 U.S. increase per pack of cigarettes".

Lobbyists Registration Act  Earlier this morning, the hon. member for Madawaska-Victoria said that lobbies were an essential component of our democratic system. She may be right, but we must ensure that lobbying does not corrupt the democratic process, and I think this is the goal of a bill designed to better monitor the role and the work of lobbyists. The hon. member for Jonquière was quite right when he said that the bill, in its present form, would not have prevented what we refer to as the Pearson Airport scandal.

Department Of Citizenship And Immigration Act  We also recently had a conviction in the city of Calgary by another non-citizen who was considered to be here illegally and was a corrupt policeman I believe in his country of origin. He was convicted of murdering a policeman in my riding. Having visited the Kingston penitentiary recently I talked to a number of inmates who are non-citizens.

Mr. Stamler has detailed these and other serious allegations in a recently published book and during public appearances on radio and television. What action is the Solicitor General taking to look into these very serious allegations?
