World Water Day  Mr. Speaker, I want to draw the attention of the House to World Water Day, which is one week from today on March 22. Since its inception nearly 20 years ago, World Water Day has provided the opportunity for the world's citizens and their governments to reflect on the universal and vital importance of water.

Protecting Canada’s Immigration System Act  Madam Speaker, I suppose the NDP is fortunate in that it never has to say “when we were government, things were not always perfect”. Unfortunately I was not in cabinet so I do not know what discussions took place. However, I do know that we brought in the Refugee Appeal Division, but it was not implemented at the time.

Protecting Canada’s Immigration System Act  Fourth party, indeed. How quickly we forget. We took the lead in negotiating with the government to make Bill C-11 more palatable by requiring that before the minister designate a country as a safe country of origin, that he or she consult an advisory committee. We have been working to protect the rights of refugees, and we will continue to do so.

Protecting Canada’s Immigration System Act  Madam Speaker, I appreciate the minister's sincere, I think, compliment on the effort I put into the speech because it is an important issue. I am glad that the government is investing in informing people of what really awaits them if they come here aided and abetted by human smugglers.

Protecting Canada’s Immigration System Act  Madam Speaker, I will be sharing my time with the hon. member for Vancouver Centre. In a speech he delivered in the House when Bill C-4 was introduced, the Minister of Immigration said that we needed this bill's harsh measures against asylum seekers in order to communicate to them in no uncertain terms that Canada's streets were not paved with gold and that Canada was not the place for them.

Canada Water Preservation Act  Mr. Speaker, the Conservative government's opposition to Bill C-267 is puzzling because it amounts to a reversal of its previous public commitments on the issue. In the 2008 election campaign the Conservatives said that they agreed with the principle of a federal ban on bulk water exports through a prohibition on interbasin transfers of water within Canada.

41st General Election  Mr. Speaker, the evidence is starting to come in in Lac-Saint-Louis. Last week I was contacted by a voter who told me she received two calls during the election campaign. The first call was a live call asking her if she was going to vote Conservative. She replied she would not. Then close to election day she received a robocall telling her that her polling station had changed.

Corrections and Conditional Release Act  Madam Speaker, when we toured those two penitentiaries, we were studying drug use in prisons. During committee hearings and our visits to Joyceville and Collins Bay penitentiaries, we learned that relations between correctional officers and inmates are vitally important, even crucial, not just to ensure that the correctional environment is orderly, but also to help inmates follow their rehabilitation plan.

Corrections and Conditional Release Act  Mr. Speaker, thank you for dispersing the crowd around me so that I could give my second reading speech on Bill C-293. I would like to take this opportunity to say that the Liberal Party will support this bill at second reading. In other words, we will send it to committee so that it can be studied in more detail, mainly because this bill raises some questions for us.

Business of Supply  Mr. Speaker, indeed, the government has shown that it is ready to change its mind as political circumstances evolve. For example, former Minister Stockwell Day said that he would not allow any identifiers to be accessed without a warrant. The new minister, once the government had its majority tucked under its arm, quickly changed that position.

Business of Supply  Mr. Speaker, if I recall, and I was there, the Liberals did not form government in 2006, so we could not have brought in a Liberal bill after November 2005. With regard to her other comments, I will let other members answer for themselves. We essentially are trying to make this a better bill.

Business of Supply  Madam Speaker, a version of this bill was introduced in 2005, seven years ago. In the world of technology, things move very quickly. In 2005, many people did not use the Internet. Facebook and Twitter did not exist. The world evolved and we need to take account of the implications of that evolution.

I wish I could shed light on all the discussions around that bill, but unfortunately I was not in cabinet and am not aware of some of those discussions. However, I will say that the bill never reached the second reading stage.

Business of Supply  Madam Speaker, that is an interesting comment and it may be very true. Canadians look to the government for guidance on issues and to reaffirm values such as those in the charter. Yet we see the government not being enthusiastic about supporting the charter or the rule of law. For example, we saw the Minister of Public Safety, I think for the third time in six weeks, being told by the court that he was wrong in refusing a prisoner transfer.

Business of Supply  Madam Speaker, I find today's debate interesting. We are learning many things. I would like to begin by talking a bit about the nature of technology. Bill C-30 is fundamentally about technology, very complex and rapidly evolving technology that we use daily, but which we do not always fully understand.
