Oceans Act  I see the New Brunswick member on the other side. Yes, he must regret having given up his seat for the election of the present Prime Minister. He made the big mistake of giving up his seat thinking that his leader could put Canada back on the road to sound management, dynamic economic growth and good relations with Quebec.

They must be just as scandalized as I am to see that there is only one Liberal member and one Reform member present. I think it is time to ask for a quorum count so we can have a normal debate according to the rules.

Oceans Act  Mr. Speaker, I am astonished to hear the former chair of the Standing Committee on Fisheries and Oceans exhibit such ignorance on this matter. He speaks of the unanimity of the witnesses heard, supposedly in favour of this bill, whereas a number of them, the majority, I would even say, saw a need for change, for very concrete amendments.

Copyright Act  Mr. Speaker, I am torn between joy and fear as regards this bill. I am pleased of course as regards neighbouring rights, but extremely concerned about the list of exceptions that is being added. Let me first put the issue in its proper context. The first phase of this exercise was Bill C-60, which was passed in June 1988 and which is now followed by Bill C-32, to add or remove certain rights to authors.
