Infrastructure  Mr. Speaker, I want to congratulate the Minister of Infrastructure and Communities, who recently signed bilateral agreements with all of the provinces and territories for phase 1 of our government's historic infrastructure plan, Investing in Canada. The Gatineau Rapibus extension to Lorrain may be one of the projects funded under this plan.

Canada Labour Code  Mr. Speaker, I would like to thank my Quebec colleague for his speech. He said that the government has a long way to go. I think that members on this side of the House would agree with me that the reason why there is a long way to go is that the previous government went to great lengths to undermine the labour movement, the environmental movement, and other movements in this country, for example by conducting audits of environmental groups in Canada.

Chilhood Cancer Awareness Month  Mr. Speaker, September is Childhood Cancer Awareness Month. Here are some statistics. There are over 10,000 kids living with cancer in Canada. More than 1,500 children will be diagnosed with cancer this year. Sadly, one in five children will not survive. Even with those startling statistics, only 3% of all cancer research dollars in Canada go toward childhood cancer research.

Income Tax Act  Mr. Speaker, I thank my hon. colleague for his speech. As he mentioned, we are both members of the Standing Committee on Finance, and I appreciate his pragmatism and his experience as a parliamentarian both here and in Alberta. I found his speech very intriguing. I always find it intriguing when a Conservative opposes a bill, our first bill, that cuts middle-class taxes.

Income Tax Act  Madam Speaker, I thank my colleague opposite for her speech, but I have to say that I am perplexed to hear a Conservative Party member speak against a bill that reduces the tax burden and cuts taxes for the middle class. With respect to the TFSA, obviously I do not know her constituents as well as I know the people of Gatineau, but I know that those of my constituents who earn middle-class incomes are much happier about what we are doing, which is putting money back in their pockets.

Business of Supply  Mr. Speaker, I thank my hon. colleague for his speech. Campbellton and Pointe-à-la-Croix are not the only places where people are buying their beer like that. Anyone who comes to my riding, Gatineau, will see that the same thing happens there. His colleague, the former minister, basically told us that he was too busy to do anything about the problem, yet he and his colleagues want us to make this a priority even though they themselves did not.

Business of Supply  Mr. Speaker, I thank the hon. member for his speech. The sentiment, as reflected in the motion, is something I can support. I think a lot of the members on this side of the House can support it. Fair and free internal trade in Canada is something that I know I have worked on for several decades now, unfortunately, and much remains to be done.

Budget Implementation Act, 2016, No. 1  Mr. Speaker, we can take programs that are aimed at reasonably small pockets of Canadian society, put them together, add money to them, and say to a single mother, who could not share her income with someone else prior to today, “We can help you with piano lessons, we can help you with hockey skates and all of these things, but the biggest thing we can help you with is making sure that your children are well-nourished and ready to learn, and 300,000 of those children or more will be elevated above the poverty level”.

Budget Implementation Act, 2016, No. 1  Mr. Speaker, on this side of the House, we have complete confidence in our Minister of Health, who is working with the provincial health ministers on a new health accord that will allow us to address the challenge of home care. I was part of a government in New Brunswick that implemented the first real provincial home care system, the New Brunswick extra-mural program.

Budget Implementation Act, 2016, No. 1  Mr. Speaker, like my colleague from Saint John—Rothesay, I have noticed the number of seniors who are still living in poverty. I know that for all of us on this side of the House, it was with great pride that we saw included in this budget the increase of 10% in the guaranteed income supplement and the age for eligibility for OAS brought back from 67 to 65.

We learned this morning of the death of one of Canada's great icons, Gordie Howe. He is someone I have admired and most Canadians have admired.

The member talked about promises. I remember the promises that her government, the previous government, made, such as reducing wait times and balancing the deficit.

Business of Supply  I will get to my question, Madam Chair. I just mentioned some significant investments. For more than a decade, Canadians have been calling for a green budget and for a government that will invest on all fronts in the shift we must make to address climate change. I have heard the minister mention the pan-Canadian framework on clean growth and climate a number of times.

Business of Supply  Madam Chair, I think everyone on this side of the House is eager to move forward on ratifying our climate-related commitments under the Paris agreement and in this historic debate. However, we know that achieving our specific targets in the area of climate change and reducing greenhouse gases will require changes and collaboration among the federal government, the provinces, indigenous peoples, the territories, the municipalities, and so on.
