The Late Randolph Harding  Mr. Speaker, I would like to join with my colleague from the NDP, and offer, on behalf of all the members of the Bloc Quebecois, our sympathy to the Harding family. I have not had the opportunity to know Mr. Harding personally nor to sit with him during my 12 years here, but as a member of the environment committee I was often reminded of his brilliant contributions.

Political Party Fundraising  Madam Speaker, I am pleased to rise today to speak to the hon. member's motion. At the same time, I regret having to do so because if this hon. member of the government feels the need to table such a motion, it is because his own government has failed to honour its red book commitments, the commitments it made in the last election campaign.

Quebec Sovereignty  Mr. Speaker, it was five years ago today that the Meech Lake accord was dealt a death-blow. The member for Churchill and Clyde Wells, the current Prime Minister's accomplice, refused to ratify the accord. "Thanks for the job", said the current Prime Minister of Canada to Clyde Wells, when he clutched him in his arms after becoming leader of the Liberal Party in Calgary.

The Late Robert Lloyd Wenman  Mr. Speaker, on behalf of the Bloc Quebecois and on my own behalf, I also want to pay tribute to Robert. You all remember that in 1981 only one Conservative member was elected in Quebec. However, in 1984, 57 Conservative members arrived here to represent Quebec, 56 of them being new faces.

Members Of Parliament Retiringallowances Act  moved: Motion No. 40 That Bill C-85, in Clause 20, be amended by replacing lines 4 and 5, on page 21, with the following: "coming into force of this section, holds or commences to hold a federal position or is a party to a federal service contract or enters".

I must say that we agree with Motion No. 1, which provides that members of the next Parliament should be free to opt out of the plan.

Canadian Dairy Commission Act  Mr. Speaker, I will start by congratulating my colleague for his remarks. I think it was very appropriate for him to talk about the contribution of the people who built his region, Quebec, and several other regions of Canada. The builders of both our nations, Quebec and Canada, are mostly farmers.
