Business of Supply  Madam Chair, I will begin with a speech and end with questions. This evening we are debating a wide range of topics having to do with budget 2016-17. I would like to use my time to talk about something that may not have been discussed enough this evening and that is protecting the environment for generations to come while ensuring Canada's economic growth.

Fundraiser for Survivors of Sexual Abuse  Mr. Speaker, I am pleased to announce that I, along with 11 other well-known members of the Gatineau community, will be participating in the Grand Saut pour une bonne cause, an initiative of the Outaouais Centre d'intervention en abus sexuels pour la famille, which helps families coping with child sexual abuse.

Budget Implementation Act, 2016, No. 1  Madam Speaker, I know it was hard from outside this place, and probably from inside this place, to keep track of Conservative borrowing over the years, so the member will forgive me for not being able to peg it. Indeed, we have outlined a very solid plan to grow this economy, to grow the ability for Canadian consumers to have confidence in the economy, to help grow our small businesses, and to innovate.

Budget Implementation Act, 2016, No. 1  Madam Speaker, the member talks about investment. Does he know what was not an investment? It was the $150 billion, $160 billion, $170 billion, $180 billion that was borrowed over the close to 10 years prior to this government being elected. It gave us the anaemic economic growth that we have inherited, the infrastructure deficit, such as the $1.3 billion infrastructure deficit that my community faces, and so many communities across this country face.

Budget Implementation Act, 2016, No. 1  Mr. Speaker, I thank my hon. colleague for his speech, which I found intriguing. The Canada child benefit that we are introducing will help nine out of 10 Canadian families. It will lift hundreds of thousands of children out of poverty. The member across the way praised the universal child care benefit, the UCCB, which was the subsidy that the previous government provided to Canadian families.

Excise Act, 2001  Mr. Speaker, it is a pleasure to rise on Bill C-232. I congratulate my hon. friend from Huron—Bruce for his quite obviously diligent work on this issue. Perhaps in the future we can contemplate having a wee dram over this or any other issue in the House. I congratulate him on his work.

International Development  Mr. Speaker, the Syrian crisis sparked an outpouring of sympathy on the part of Canadians, who responded with tremendous generosity. Our communities have welcomed over 25,000 refugees and continue to do so. People have donated a great deal to help those who are settling in their regions.

The Budget  Madam Speaker, I congratulate my colleague on her speech, which was eloquent as usual. She gave a very complete overview of all the benefits of this budget. I would like to hear more from the member about investments in the national capital region. We are both active members of the national capital of Canada caucus.

National Volunteer Week  Mr. Speaker, last night, as part of National Volunteer Week, my colleague from Hull—Aylmer and I were honoured to attend the fifth annual volunteer recognition ceremony at the Buffet des Continents in Gatineau. Volunteers were lauded for taking action and getting involved in organizing social, cultural, community, and sports activities for young people, adults, seniors, persons with disabilities, and people in need.

Fairness in Charitable Gifts Act  Mr. Speaker, I congratulate my colleague from Provencher on his initiative. I rise today to speak to Bill C-239. Although I recognize its spirit and good intentions, I cannot support the bill given the serious economic impact it would have. The fact is, the bill would increase the costs associated with tax credits for charitable donations by about $1 billion a year, which would diminish the government's ability to pay for important public programs that Canadians rely on.

Pierre Bergeron  Mr. Speaker, during a ceremony on February 12 at Rideau Hall, Gatineau resident Pierre Bergeron was awarded the Order of Canada, Canada's highest civilian honour, for his contributions as a champion of Canada's francophonie. This past Saturday, Mr. Bergeron also received the Prix Richelieu Fondateur Albert-Boyer, which is awarded annually to people who have made outstanding contributions to the francophonie.

Taxation  Mr. Speaker, the government is committed to protecting the integrity of Canada's tax system by focusing on the fight against tax evasion and international tax avoidance. Can the Minister of National Revenue inform the members of this House of any new steps that have been taken to honour that commitment?

Income Tax Act  Mr. Speaker, I thank my colleague for his speech. An unemployed Canadian is one unemployed Canadian too many. What the energy sector is going through today is the same situation we have experienced in the forestry in Quebec, the mining industry in New Brunswick, and indeed, the manufacturing sector in Ontario and Quebec during the past 10 years.
