Environment committee  I thought that section was in every bill, but I am told that that is not so. Mr. Woodworth tells us that it allows civil suits against the government. Can someone clear that up for me?

Public Safety committee  If the committee decided to move ahead with this legislation, we would submit the following: We don't agree with this bill, but we submit and recommend the following to minimize damage done to our legal system, Canadian values, and the fabric of our society: one, the revised investigative hearing provision should limit its scope to deal only with imminent terrorism offences. Two, subsection 83.28(2) should be amended to make it clear that a peace officer must have reasonable grounds to believe that a terrorism offence will be committed before making an ex parte application. Three, it should be clarified that anything done under sections 83.28 and 83.29 would be deemed proceedings under the Criminal Code.

Finance committee  Yes, good faith as well as documentary evidence and transactions. With tax evasion, there is a clear and unequivocal intent to commit fraud, i.e., actions are taken to ensure that expected results are achieved.

Citizenship and Immigration committee  Gilbert, you alluded to our international obligations in one of your answers, and this is one of the major reasons that it was good to have you folks here to talk specifically about this. You stated a very clear and concise response with respect to adoption in India and the circumstances upon which adoption and citizenship can work in adoption, and the only process a parent could use is permanent residency.

Environment committee  We always strive to be perfect. No, I understand that the French version is more clear, has greater clarity than the English version, so we will have to work this one out with translators and legal services, or the drafter who was used when you put this together.

Bill C-32 (40th Parliament, 3rd Session) committee  But the copyright legislation makes it impossible for teachers and students to do that in certain ways without violating the act. We're saying let's make it clear how people can use this stuff without violating the act.

Citizenship and Immigration committee  The issue lies in the fact that these parents would have an advantage, because they could really make a clear choice to opt for direct citizenship. In a way, we are telling them that they will have to suffer equally, that they too will have to make a heartrending choice between naturalization and direct citizenship. However, something is lost, but why?

International Trade committee  So that is the position we're in now. We've had a number of witnesses recommend for that. We've had very clear evidence and testimony that has suggested that putting the agreement in place, that does not allow for the exchange of information, actually helps to fuel money laundering and drug trafficking.

International Trade committee  If we don't get through it today, we will have to meet Wednesday, unless we carry on tonight to meet again...and there'll be but one reason for that. I think we're all clear on that. With that, I think we can get started. Mr. Julian, you have a motion.

International Trade committee  Holder is right in what he mentioned about the witness list, absolutely. The reason I'm bringing this motion forward is that I think it should be clear to all of us, after the testimony we've heard from those witnesses, that we need to suspend our consideration of the implementation legislation around this agreement. I'll read my motion, Mr.

Bill C-32 (40th Parliament, 3rd Session) committee  They are the education or Internet amendments, depending on your choice of words, which is proposed section 30.04, and the addition of education to the list of purposes for which fair dealing is available, proposed section 29. The Internet amendment is important because the current copyright law is not clear about the extent to which teachers, students, and other educational users can legally engage in routine classroom activities such as downloading, saving, or sharing text, images, or videos that are publicly available on the Internet.

Environment committee  The second point I'd like to raise is that I fail to see where the confusion arises with respect to the second half of the amendment, which talks about inconsistencies or conflicts “between the provisions of this Act and the provisions of any international convention in force in Canada”. I'm not a lawyer, but it seems clear to me, at least the way I read it, that if we've ratified an international convention and brought in a legislative instrument to enforce it in Canada, then this amendment here relates to the fact that there's a law in Canada that brings the convention into force.

Request for Emergency Debate  Many observers and experts in the international community and in Haiti remain skeptical about voting procedures and the integrity of the election process. It seems clear that the people do not believe the results. We have also seen an unprecedented wave of violence in Haiti. More than 1.5 million Haitians are currently homeless, the country faces cholera and sanitation problems, and relations between MINUSTAH and the people are strained.

Petitions  The military mission has cost Canadians more than $18 billion so far, money that could have been used to improve health care and seniors' pensions right here in Canada. Polls show that a clear majority of Canadians do not want Canada's military present to continue after the scheduled removal date of July 2011. Therefore, the petitioners call upon the Prime Minister to honour the will of Parliament and bring the troops home now.

Pensions  Mr. Speaker, the expert evidence is very clear. Once this place starts to retroactively change contracts and retroactively change the priority, then these things are in court for years as other priority bondholders seek to enforce their rights.
