Business of Supply  Mr. Speaker, Jean Tirole, who won the equivalent of a Nobel Prize in economics, wrote in his book Economics for the Common Good that there is another disturbing aspect to carbon leakage. In this case, Canadians would be paying such high prices that they would not utilize, for example, gasoline manufactured in Alberta.

Business of Supply  Mr. Speaker, I appreciate the member's observations and his participation in the debate today. I can give examples. His leader has allowed a big exemption for Nova Scotia that allows it to use coal-fired plants well beyond what was originally planned. When we put in place things like cap and trade, certain industries that have access to decision-makers like the Prime Minister are given special exemptions.

Business of Supply  Mr. Speaker, I rise to join this important debate with an observation I would like to share from my past. Like many members of this place, I was formerly a city councillor. Those who have served on a city council and in local government will know that at times there are often projects or programs that come along that carry a hefty price tag to the property owners whom they serve.

Oil Tanker Moratorium Act  Mr. Speaker, I try not to use this word too often, especially in a generalized way that should apply so broadly, but I cannot believe the arrogance of some of these Liberals. Earlier today during question period, the Minister of Immigration told a member several times to never refer to or talk about the previous government's achievements in certain areas on immigration.

Oil Tanker Moratorium Act  Mr. Speaker, I certainly appreciate the opportunity to rise again in this place. I gave a full presentation earlier in regard to some concerns I have with the bill. The bill represents a political decision by the Prime Minister. By putting in place a ban in this one particular area, it is actually only going to exacerbate the problem in other areas.

Public Services and Procurement  Mr. Speaker, small businesses across Canada, including Innov8 from Kelowna, have joined together to launch a campaign, called “Let Me Compete”, to fight the Liberals' latest attack on small businesses. Under new printer procurement rules, the Liberals are shutting out small and medium-sized bidders in favour of the largest suppliers.

Business of Supply  Mr. Speaker, I will go back to my question, which the member did not answer. How is it fair that someone who has claimed asylum in the United States who goes to a Canadian port of entry to try to gain entry is turned away, because Canada has signed a safe third country agreement, yet that same person could go right to one of those areas in Quebec and Manitoba that we hear about so often in the news and are discussing today and be allowed access?

Business of Supply  Mr. Speaker, if Canada is upholding its international agreements, if we are a country based on the rule of law and we want to see those rules applied fairly, if someone presents himself to a port of entry from the United States, having already claimed asylum in that country, he would be turned away at the border, based on our international safe third country agreement with the United States.

Budget Implementation Act, 2018, No. 1  Mr. Speaker, as a former parliamentary secretary to the President of the Treasury Board, the member has raised a good issue. Historically, the Treasury Board was created for the war effort to allow for a more timely response to Canada's contribution to World War II. The member has raised, quite rightly, that there should be some concerns, because this is a remarkable change.

Budget Implementation Act, 2018, No. 1  Mr. Speaker, in short, I have listened to a variety of podcasts. CANADALAND has a podcast called OPPO. There was a discussion about Statistics Canada with two journalists, both of whom were considered to be on different ranges of the political spectrum. The one thing they cited was that if we looked at Statistic Canada's website today, we would find it confusing and information could not be found.

Budget Implementation Act, 2018, No. 1  Mr. Speaker, during the election, Liberals actually talked about working with the provinces on creating a pan-Canadian climate change framework. They said they would not use a stick to work with the provinces, that they would give them carrots. Now we find out in the budget bill that 200 pages of it has to do with a nationally imposed carbon tax.
