Health  Mr. Speaker, our health care funding to the provinces will more than cover the rate of inflation and the GDP increase. We are offering to increase Canadian health transfers by nearly $1 billion a year, not to mention another $11.5 billion over the next 10 years specifically for home care and mental health.

Shooting in Quebec City  Mr. Speaker, Sunday evening, a young man callously murdered six men from my region in a cowardly manner. Khaled Belkacemi, Azzedine Soufiane, Aboubaker Thabti, Abdelkrim Hassane, Mamadou Tanou Barry, and Ibrahima Barry were husbands, fathers, brothers, and sons. They were good, honest men.

Budget Implementation Act, 2016, No. 2  Mr. Speaker, I thank my colleague for his very thoughtful and passionate remarks in this debate. I think he may have raised people's awareness of certain things, and I sincerely thank him for it. The only point in his speech that I really take exception to is the same point that always bugs me about the Bloc Québécois, namely when they try to say that they are the only ones defending the interests of Quebec.

Budget Implementation Act, 2016, No. 2  Madam Speaker, we are often criticized by the hon. member for Louis-Saint-Laurent and other members of the Conservative Party for running deficits. We know that interest rates are at historic lows, that the IMF and the World Bank recommend that we invest and run deficits precisely when interest rates are low and when there are pressing needs in infrastructure, as we see from coast to coast to coast in Canada.

Bernard Carignan  Mr. Speaker, on August 22, 2015, one of my best friends, a former roommate, died in a cycling accident at the corner of Saint-Denis and Jean-Talon, in Montreal. His name was Bernard Carignan and he was 27 years old. He was a decent man, lived life to the fullest, and he was a brother, a son, a friend, and a hero.

Not only did the Conservatives introduce the rules and laws we are following, but in 2009, they also brought in the guidelines that today's motion is about.

The very commissioner they talk about in their motion said this to us: “I will conclude by reiterating that, despite any potential for improvement, the Act and the Members’ Code have, in large measure, done their job”.

Business of Supply  Mr. Speaker, first, I was somewhat surprised when I read the motion. I sit on the ethics committee. I am vice-chair of the Standing Committee on Access to Information, Privacy and Ethics. The Ethics Commissioner testified before the committee a short while ago. One of the things she mentioned was that these guidelines being referred to have been in place since 2009.
